Review on “12th 5-yearplan” and expectation for“13th five-year plan”

A thing cannot exist without its basis.

There is no future without industry, nor the sound development economy and society. In the “Outline of 13th Five-Year Plan”(short for “the outline”), it summarized the development foundation and environment of “13th five-year plan” in chapter one; stated the general requirements for development in chapter two; and clearly proposed the idea of “promoting the construction of ‘powerful Chenzhou city’ by keeping leading role of industry and improving coordinated development” in chapter three. It indicated that keeping leading role of industry and improving coordinated development have become the key points for Chenzhou city’s development in next 5 years. Only the development of industry can promote the development of a city, as well as upgrade the comprehensive strength of a city. All the departments of Chenzhou should take the consideration of their practical condition to handle the work with the strategic allocation of keeping leading role of industry and improving coordinated development.

Improving the development of modern service industry: trying to achieve five targets

It was stated on “the outline” that the development of modern service should be kept as the strategic focus to promote the adjustment of structure & transformation development and expand consumption. It should upgrade the consumer service and promote producer services to improve the construction of modern service industry clusters, cultivate new types of service industry, and then improve Chenzhou city to be famous leisure vocational cultural tourism destination in domestic and abroad, China’s expo and trade center of mineral gems, China’s hot spring city, inter-province fitness center of Hunan, Guangdong, and Jiangxi province, and commercial logistics hub of Hunan province.

Specifically speaking, it will focus on the construction of urban leisure boutique with the key points of Suxianling, Wangxianling, and Xiaobu, lake sightseeing leisure vacation boutique with the key point of national 5A landscape of Dongjiang Lake, forest ecology landscape leisure vacation boutique with the representative of Mount Mang, national hot spring leisure vacation boutique with the key point of Reshui hot spring tourism, Danxia leisure vacation tourism boutique with the support of Feitian Mountain, Bianjiang river, and Cuijiang river, and folk culture and rural leisure landscape with the key points of folk culture and modern farms.

It should figure out urban commercial layout of “one city, five centers” scientifically by focusing on the promoting of development of businesses in urban communities and rural area. It should follow the general layout of professional markets to accelerate the development of professional markets with high standards and should pay great efforts on the construction of logistics channel system and logistics network system. Till the end 2020, the added value of modern logistics should be amounted to 42.5billion yuan.

The construction of urban area should follow the fitness layout centered with Xiaobu and supported with Shibaquan, Feitian Mountain, and Xianling Lake. The counties and districts of Chenzhou city should play the best role of their advantages to promote the characteristic pension projects. It should promote the development of exhibition industry and promote the development of ecommerce industry and information consumption industry to promote the comprehensive integration of ecommerce and tertiary industry. Till 2020, the trading volume of ecommerce should reach 12billion yuan, trying to be ranked in the list of top 30 ecommerce cities. Modern financial organizing system should be improved to upgrade the cluster and radiation capacity of finance. Till 2020, the added value of financial industry should cover over 10% of the total amount of tertiary industry.

Improving the development of new modernization: three industries keep pace with each other

In order to promote the transformation and upgrading of Chenzhou city’s industry, great attention should be paid on promoting non-ferrous industry, accelerating emerging industry, and upgrading of traditional industry as construction material, chemical, consumption product, and etc.

Till the end of 2015, Chenzhou city became the biggest production base of silver, bismuth, and micro graphite of China and the biggest production base of pled zinc and new dry process concrete of Hunan province. It was stated on “the outline” that the construction of non-ferrous “five-one” strategic system should be further enhanced to upgrade the pricing right and speaking right of Chenzhou non-ferrous metals, improve Chenzhou city to be non-ferrous metals deep processing base and trading center with international influence and leading technologies in China, and popularize the brands of “non-ferrous metals city of China”, “silver city China”, “Bismuth city of China”, and etc. Till 2020, the output value of deep processing of non-ferrous metals should cover 60% of the added value of non-ferrous metals industry and the total output value of non-ferrous metals industry should be over 200billion yuan.

“Planning outline of Chenzhou city’s development of LED industry” should be well implemented to support the sound development of Hualei Photoelectricity, Philips Lighting, and some other leading companies and improve the formulation of 10-billion-yuan industry. It should develop high-performance metal materials, advanced energy storage materials, and new chemical materials with the assistance of advantageous resources; should improve the development of advanced device manufacturing, energy saving & environmental protection industry, and new energy industry; should reach the gradient, comprehensive and high efficient utilization of resources and energies; should accelerate the construction of gem industrial parks and South Hunan Arts and Crafts City; and should build special industrial parks of jades in Linwu, Guiyang, and some other counties. Till 2020, the total sales volume of gem industry should be over 30billion yuan with an annual increase of 20%.

The outdated production capacities should be closed, while the construction materials, chemicals, and light consumption industry should be transformed and upgraded. Till 2020, the total output value of construction material industry should be with an annual increase of 5%; the total output value of chemicals should be up to 20billion yuan; and the total output value consumption industry should be with an annual increase of 8%.

Promoting agricultural modernization: finding a new way by adjusting structure and transferring mode

It was stated on “the outline” that in order to promote agricultural modernization, Chenzhou city should try to optimize the agricultural structure, accelerate the transformation of development mode, and upgrade agricultural quality, effect, and competitiveness on the basis of keeping stable grain yield, and then find a new way of agricultural modernization with the features of high effect, safe product, saving resource, and friendly to environment.

It should keep the strictest mechanism for protecting arable land and build up 1.159million mu high level stable yield farmlands; the inventory of farmlands should keep more than 4.46million mu,; should try to develop characteristic and outstanding agricultural industry , especially for the improvement of famous agricultural brands as Linwu duck, Dongjiang fish, Yuxiang food, Guidong Linglong tea, Yongxing sweet orange, Yizhang navel orange, Anren Shengping rice, Jiahe Sanwei pepper, Guiyang tobacco, and etc.; should figure out the plan on constructing Chenzigui-Chenyongyi leisure agricultural demonstration gallery to build 30 Hunan provincial four-star and above level and 10 Hunan provincial five-star and above level leisure farms; and should place more supports on cultivating leading agricultural enterprises, mainly on10 Hunan provincial level ones.

Rural, urban, and ecological water conservancy projects should be promoted comprehensively to formulate “five nets of water conservancy” as ecology, flood control, irrigation, water supply, and information, which is to play multiple effects of “water tower of south China”.

Promoting the cluster development of industry: cultivating two one-hundred-billion industrial parks and 10 new listing companies

It is a consensus in Chenzhou city that industrial enterprises should follow intensive and cluster development. In recent 5 years, the added values of Chenzhou high processing and high-tech enterprises were with annual average increase of 23.7% and 37.2% respectively. The rate of added value of industrial parks covered on scale industry was up to 73% from 40%. The total planning areas of industrial parks were amounted to 167square meters. Chenzhou city reached the target of “one industrial park in each county” firstly in Hunan province. Chenzhou High-tech Industrial Zone was upgraded to be national level high-tech zone and became a one-hundred-billion-yuan industrial park.

It was stated on “the outline” that by following the concepts of “playing best roles of advantages, improving differential development”, till 2020, it should cultivate two or more industrial parks with over one-hundred-billion-yuan technology, industry and trade revenue and five industrial parks with 50-billion-yuan revenue, and the rate of added value of industrial parks covered on scale industry should be over 90%.

The project of improving the key enterprises to be stronger and larger should be carried out as well. About 5 enterprises of each industry would be listed into the key cultivation range. Till 2020, it would try to list ten new companies and develop 20 China’s well-known trademarks.

As stated by the principals of relative industrial parks, they would select the enterprises with better contribution of tax payment, sound development expectation, and obvious support of real economy to settle down in the industrial parks in future investment attraction work; and would pay more efforts on upgrade the quality and effect of the operation of the parks’ economy.

Promoting the overall development of urban and rural areas: formulating the interactive development patter with the lead of the great cross town cluster

It was stated on “the outline” (draft) that more efforts should be on exploring the “integration of policies” to play the best advantages of great cross town cluster.
