It was learned from 5th Session of 4th Chenzhou Municipal People’s Congress that Chenzhou Government’s “Report for 2015 Chenzhou City’s Performance on Economic and Social Development & 2016’s Plan (Draft)” was issued to all representatives for checking. As stated on the report, one of the key expected targets for Chenzhou city’s economic and social development is that the GDP should be with an increase of 9% in 2016.

According to the report, though under grim condition of macro economy in China and abroad, in 2015, Chenzhou city kept the general strategy of “keeping the leading role of industry, improving overall development”, and placed great efforts on “improving industry, strengthening entity, upgrading quality, and increasing effects” to fight with the pressure and challenge of economic downturn actively and keep stable economic and social development generally.

It was also stated on the report that based on Chenzhou Municipal Party Committee and Chenzhou Government’s suggestions, the key expected targets for 2016 Chenzhou city’s economic and social development were specified as follow: GDP, up 9%; scaled industrial added value, up 8%; tertiary industrial added value, up 13%; fixed assets investment, up 18%; general public budget income and local finance income, both up 6%; total retail sales of consumer goods, up 12.5%; actual use of foreign investment, up 10%; total volume of foreign trade, up 10%; per capita urban resident and rural resident’s disposable income, up 8% and 9% respectively; CPI, up 3%; urban registered unemployment rate, under 4.6%; energy consumption per unit of GDP, down 5.96%; emission of chemical oxygen demand and sulfur dioxide, reduction rate of nitric oxide and ammonia nitrogen meet the targets preset by Hunan Provincial Government.

As stated on the report, the key tasks for 2016 Chenzhou city’s economic and social development are to promote the optimization of structure, conversion of energy, and reinforcement of support; upgrade the confidence; and improve sustainable and sound development of economy and society by following the principals of “transformation and upgrading” and “quality and effect”. The 8 key works are as follow: placing industrial development as the priority of economy; playing the key role of effective investment on keeping stable increase and adjusting structure’ fully promoting poverty alleviation; fully improving reform, opening up and innovation to accelerate conversion of energy; speeding up the people-oriented new urbanization; handling overall development of urban and rural areas and ecological civilization construction; upgrading well-being condition with the principal of people-oriented; and strengthening the study and application of policies.
