Review of Chenzhou city’s reform and opening-up during “12th five-year plan”

Though Chenzhou city is the “south gate” of Hunan province, it is an underdeveloped area far from coastal regions and lacking of unique competitiveness and advantages in regional development pattern.

During “12th five-year”, Chenzhou city kept freeing minds to open the “south gate” and promoting development and opening-up by reform, which helped to generate great powers.

Hunan Provincial Party Committee and Hunan Government’s grant of 34 special policies for Chenzhou’s pilot of undertaking industrial transfer, approval of national demonstration zone of undertaking industrial transfer, and some more reforms attracted investors’ attention to Chenzhou city.

Reform and opening-up is like a red thread running through all key works of Chenzhou city and interpreting “reform bonus theory” of Chinese development.

During last 5 years, Chenzhou kept exploring the measures for deepening reform and opening-up and caught up with other cities successfully. Now it places in the first phalanx of Hunan province’s social and economic development.

Promoting reform of administrative approving system by streamline administration and institute decentralization

Hunan Provincial Party Committee and Hunan Government’s issued 34 special policies for Chenzhou’s pilot of undertaking industrial transfer, which loaded the historic mission of exploring more measures for Hunan province’s reform and opening-up on its shoulder. From 2011, Chenzhou carried out the activity of “year of promotion of reform” for three consecutive years, and released comments on implementing deepening reform and 7 comments on special reforms firstly in Hunan province. It promoted the reform of economic structure, administrative structure, overall development of urban and rural areas, cultural and social structure, social governance & judicial system, ecological civilization, the Party’s construction & discipline inspection system orderly. The reform on state-owned enterprises, commercial registration, “three-in-one”, integration of urban and rural areas, transportation system, administrative approving system, exchange of public resources, and other pilot work were ranked the leading place of Hunan province. The reform on finance and tax, financial, investment, medicine, culture, and education were gained great achievements. It won the title of 2013 case unit of Chinese reform.

Fruitful achievements on undertaking industrial transfer

Chenzhou city is one of the 9 “key undertaking bases of processing trade gradient transfer” inaugurated by the State Ministry of Commerce. Demonstration Zone of South Hunan Undertaking Industrial Transfer which was led by Chenzhou city was approved in October, 2011. It was the fourth demonstration zone of undertaking industrial transfer of China. It helped to bring more chances for Chenzhou city’s undertaking industrial transfer.

In order to enhance the forces of undertaking industrial transfer, Chenzhou city carried out different measures as special operation, joint construction, and etc. to attract more private capitals, enterprises, financial institutes to join in the construction of standard workshops. Chenzhou city built the largest numbers of standard workshops in last years among all other cities of Hunan province. It kept guiding with two-oriented concept to undertake and cultivate electronic information, new material, new energy, biological medicine, energy-saving & environmental protection, and some other strategic emerging industries. Delta Electronics, Gospel, Hualei Photoelectricity, Shanshan Technology, and some more enterprises and projects were settled down in Chenzhou city. During the 5 years, series central enterprises and strategic investors as China Minerals, China Construction Materials, Sinochem Group, and etc. and some top 100 enterprises of China as China Resources Power, Hualu Digitals, and etc. placed large amounts of investment in Chenzhou city, which helped to change Chenzhou city’s economic structure from dominated by coal and non-ferrous metals industry and accelerate its industrial transformation. New material, new energy, electronic information, device manufacturing, energy saving & environment protection, trade & logistics and some emerging industries were improved rapidly. The rate of mine economy accounting for the scaled industry decreased to 4th place from 1st place.

With 4-year efforts, Chenzhou city becomes the head-bridge of Hunan province’s undertaking industrial transfer. The first, second and third South Hunan Undertaking Industrial Transfer Trade Fair were successfully held by Chenzhou International Convention and Exhibition Center. The fair was approved by Hunan Provincial Party Committee and Hunan Government to be the permanent exhibition platform of south Hunan undertaking industrial transfer. In 2015, China (Hunan) International Gem & Minerals Show was confirmed to be fixed in Chenzhou city from 2016 by Hunan Government Standing Committee, which helped to extend the space of Chenzhou city’s undertaking industrial transfer. Gem industry became a new emerging industry of Chenzhou city during “12th five-year”.

Till the end of 2014, the actual use of foreign investments of chenzhou city kept ranking the second place of Hunan province for the ten consecutive years, and the total amount of processing trade kept ranking the first place of Hunan province for two consecutive years.

Open platforms of industrial parks was kept being improved by guiding with “two-oriented” concept

During “12th five-year”, Chenzhou city did not limit by the idea of “improving industrial parks within the parks” , but combing industrial construction with city construction, industrial development, and protection of ecology on the basis of new concepts to forge unique “ecological technical industrial city”, which enabled the seamless connection of industrial parks and central urban areas and the historic span from “building industrial park” to “building new city”.

During “12th five-year”, Chenzhou High-tech Industrial Zone was upgraded to be national level high-tech industrial zone. Due to its extra function of bonded logistics, it realized the combined upgrading of process manufacturing, logistics hub and trade platform, and became one of the special supervision areas with highest level, best policies, most comprehensive functions, and best location advantages in the open regions of China. Besides the customs functions, Chenzhou Customs set “inspection yard” and “international express center” which enabled all the international expresses to Chenzhou can make custom clearance locally instead in other places.

There is also an international modern logistics park- South Hunan International Logistics Park available in Chenzhou city. Some open platforms as highway port, railway port, railway cargo terminal, international express center, and inspection yard for export products were set there that custom clearance, inspection, railway-sea joint transport, HK &Macau bypass, and other issues can be settled in one stop. It becomes a multifunctional modern logistics park well connected with international regions. Now, there is one national export processing zone and 6 Hunan provincial industrial parks available in Chenzhou city, contributing 78% GDP, 87% scaled industrial revenue, and 84% fiscal revenue of Chenzhou city. During “12th five-year”, the pattern of “1/3 infrastructure”, “1/3 service industry” and “1/3 workshops” has been shaped in the industrial parks of Chenzhou city. It also becomes core area for accelerating Chenzhou city’s construction of demonstration of south Hunan undertaking industrial transfer and the core engine for Chenzhou city’s economic increase.
