The year 2010 was a significant year for Chenzhou, in which we made remarkable achievements in promoting its comprehensive economic strength and industry transfer as well as benefiting the citizens. It was a year when Chenzhou's urban and rural landscapes witnessed the greatest changes, new breakthroughs were made in its transformation and development, solid progress was realized in opening up to the outside world, industry transfer and urban-rural development, people's well-being and livelihood were fundamentally improved. The Eleventh Five-year Plan period (2005-2010) was extremely unusual in the course of Chenzhou's development. During the past five years, we braved difficulties and hardships in the face of frequent natural disasters and under lingering impacts of the global financial crisis in an indomitable spirit. In spite of ups and downs, we tackled difficulties head on and ultimately made important advances in building a new and moderately prosperous Chenzhou with fortified confidence and tenacious spirit. The present Chenzhou is characterized by unity, harmony and a clean government.
In light of the spirit of the Economic Working Conference of Chenzhou Municipal CPC Committee, the overall requirements for Chenzhou's economic work in 2011 are:
—To earnestly implement the spirit of the Central and Hunan Provincial Economic Working Conferences, and adhere to the Scientific Outlook on Development and the strategy of promoting the construction of new-type industrialization, new-type urbanization, agricultural modernization and informatization and the building of "Two-oriented" Society in Hunan( referring to a resource-conserving and environment-friendly society).
— To vigorously promote the development of Chenzhou into Hunan's most open city and one core city in Hunan-Guangdong-Jiangxi region through focusing on scientific development, accelerating the transformation of the mode of economic development, building a "Two-oriented" Society and utilizing its advantage in location and resources.
—Under the "early and pilot implementation" policy, to strive to open more fields to the outside, speed up the transition development, safeguard and improve people's livelihood, thereby realizing a sound and rapid economic and social development and laying a good foundation for Chenzhou's development in the 12th Five-year Plan period (2011-2015).
Dai Daojin, secretary of the CPC Chenzhou Municipal Committee, underscored that it is essential to grasp opportunities after scientific judgment of the overall situation, make clear of the overall requirements and the focus of work, and make all-out efforts to usher in new breakthroughs. Secretary Dai put forward six principal tasks in order to finish this year's economic work well: First, we will press ahead with investment and the construction of major projects. Second, we will energetically promote the transformation of development pattern and economic restructuring. Third, it is necessary to pay more attention to platform establishment and continuously enhance the basic supporting systems for industry transfer. Fourth, we will coordinate the urban-rural development with an emphasis on urban development. Fifth, efforts shall be made in improving people's livelihood and making its economic progress synchronous with the social development. Sixth, environment must be improved to strive for a sound development pattern of the most open city in the province.
Xiang Lili, deputy secretary of the CPC Chenzhou Municipal Committee and mayor of Chenzhou city, pointed out that it is of great significance to deal with the economic work of 2011 well to ensure the stable and rapid economic development. This year, we will focus on the following areas:
1. Maintaining the economic growth and expanding the development scale. We shall continue to increase the effective investment, fully activate the consumption demand, and expand foreign trade and exports.
2. Accelerating the transformation and development, and improving the development quality.
3. Promoting the rural development via fully tapping the advantage of urban development and coordinating the bilateral development.
4. Vigorously practicing the "early and pilot implementation" policy and strengthening the momentum of development.
5. Giving priority to improving people’s life and steadfastly promoting social harmony.
In 2010, Chenzhou's economy registered high-based rapid growth, featuring a solid foundation for development, ample development momentum and more benefits to people. And in 2011, we will strive for more rapid economic growth of high quality at a new starting point.
