The construction of rural comprehensive service platforms in all towns and villages in the city has basically achieved full coverage. The established rural comprehensive service platform has facilities such as convenient services, Party building services, recreational and sports activities, agricultural and e-commerce services and medical services, which has effectively promoted the level of public services and social governance in rural areas.

The rural comprehensive service platform is a comprehensive place in towns and villages to provide services for the public life and social governance of rural residents. It is an important carrier to ensure that rural residents can enjoy public services nearby and realize social source governance. Promoting the construction of rural comprehensive service platform is an urgent requirement for implementing the major strategic deployment of the Party Central Committee and the State Council on rural social development and reform. It is also an important measure to strengthen the construction of grass-roots political power and improve the rural public service and social governance capacity.

Since the province launched the construction of rural comprehensive service platform in May 2016, our city has attached great importance to it, made timely planning and deployment, actively cooperated with relevant functional departments, took effective measures, and actively and orderly promoted, and achieved good results. The Municipal Development and Reform Commission and the Organization Department of the Municipal Party Committee jointly issued the implementation plan on accelerating the construction of the city's rural comprehensive service platforms, which clearly took three years (2017-2019) to build and transform 1909 rural comprehensive service platforms (1761 after adjustment), strive to achieve the full coverage of rural comprehensive service platforms in all towns and villages in the city, and list the construction task of rural comprehensive service platform as the "livelihood practical project" of the whole city, and incorporate it into the comprehensive performance appraisal of counties (cities, districts). At the same time, our city has strengthened the fund guarantee. On the one hand, it has actively reported to the Provincial Development and Reform Commission to strive for the provincial budget subsidy support funds; on the other hand, it has strengthened the docking with the Hunan Branch of China Development Bank, and implemented the medium and long-term policy loan of 930 million yuan, which has effectively promoted the smooth implementation of the city's rural comprehensive service platform construction plan.
