Network of highway has almost been shaped

During “12th five-year”, 4 expressways as Yifeng, Xiarong, Hengwu and Yueru of 453kms (pavement work for 20kms of Yueru expressway from Rucheng to the board of Guangdong province haven’t been finished) were placed to operation; reconstruction of 102kms long Yilei section of Jinggang’ao expressway have been completed; and Chenzhou North exit of Jinggang’ao expressway has been started. Currently, there are 555kms expressways available in Chenzhou city, which formed a “卅” word shape network of expressways and fulfilled the target of 30-minute drive to expressway in every county and district of Chenzhou city. At the meantime, the project approval of Chaling-Changning expressway has been formulated; Guixing expressway has been proceeded to preliminary design; and the preliminary work for two expressways as Linwu-Lianzhou and Huangsha-Mount Mang-Changle has been started beforehand and their project approval work has been finished as well.

During “12th five-year”, 898kms new arterial highways were built in Chenzhou city, which realized the target to facilitate all counties with one to two highways to connect with adjacent counties. At the meantime, most of the key landscapes were facilitated with second-class or above level highways and 4 new channels to connect with other provinces were available there. 12 Hunan provincial “11th-12th five-year plan” projects covered with 373kms were finished in the end of 2012; 21 new Hunan provincial “12th five-year plan” projects covered with 508kms (including the upgrading of 107 national road) were estimated to be opened to public in the end of 2015; and concerned for the 15 projects covered with 303kms which were adjusted in the medium-term of Hunan provincial “12th five-year plan” , one of which with 17.4kms has been placed to operation in advance and 10 of which were being under construction.

During “12th five-year plan”, 3326.7kms rural roads were finished, which helped all townships and all administrative villages with suitable conditions were facilitated with highways. The 138.3kms tasks set for key county and township roads have all been finished. The tasks set for the rural roads were 2064.1kms, but 3024.5kms were finished actually. 163.9kms connection projects have been completed as well.

Rapid development of waterways

From the beginning of “12th five-year plan”, the waterway construction of Chenzhou city was promoted rapidly. Firstly, the waterway transportation projects were improved rapidly that 35 ferry docks have been reconstructed, reconstruction of Leishui waterway of Suxian district which was adjusted during the medium-term of “12th five-year plan” was about to be launched, preliminary work for Changyingtou cargo terminal of Zixing city was being promoted well, and the total waterways of Chenzhou city was amounted to 663kms. Secondly, the water traffic safety facilities were upgraded greatly that some key docks as Dabai tourist dock, Huangcao dock, Tukou dock, Bailang dock, and etc. were facilitated with the security monitoring devices and 7 enforcement and emergency rescue speed boats; and Dongjiang Lake landscape monitoring center and 9 video monitoring centers of water traffic safety were built as well. Thirdly, the reconstruction of ships were fully carried out that 189 old ships were reconstructed, 32 new ships were placed to operation, and 158 ships which are with 30 seats and above were installed with 3G video monitor devices.

Services of transportation was upgraded greatly

From the beginning of “12th five-year plan”, Chenzhou city kept placing balance attention on construction, management, maintenance, and transportation to upgrade its service level of transportation, so that the total volumes of passengers and cargos delivery of highways and waterways of Chenzhou city kept ranking top place of Hunan province in recent years. Firstly, its passenger stations system has almost been perfected. Two new first grade passenger stations of Wanhua Bus Station and Inter-city Bus Station, 5 second-grade ones, 3 third-grade ones, 55 rural ones, and 1025 rural bus stops were built around Chenzhou city. At the meantime, the removal of Chenzhou Bus Terminal and reconstruction of Tianlong Bus Station were fulfilled there as well. Secondly, the integration of urban and rural passenger transportation was promoted comprehensively. It carried out the village project which enabled 98.1% administrative villages were facilitated with buses. The reconstruction project of public buses to rural area was carried out in Chenzhou city firstly among other cities of Hunan province that 60 public bus lines were set up in the rural area. The pilot of integration of public bus in urban and rural areas was handled out successfully in Jiahe county, which greatly helped to improve people’s travel condition. Thirdly, the logistics was improved rapidly. Sea-railway combined transportation project (eg. Huaishuxia Logistics Center) and Zixing Logistics Center which were covered into Hunan provincial plan have been placed to operation. Series large-scale logistics projects as Jinhuang, Mingde, Hui’er, and etc. have been launched as well.

From “12th five-year plan”, Chenzhou city kept the strategy of public transport priority to provide safe, convenient and comfortable transportation condition to people. Now, there are 913 public buses available in the central urban area of Chenzhou city, including 603 buses met III standards and above (350 ones are new energy buses). It planned to purchase 150 more new energy buses recently. 5 new bus terminals were built there. The public bus lines on operation are up to 270kms, which shares 24.6% transportation of the city. People are more satisfied with the public transportation. Now, 101, 201, and 601 inter-city public buses are placed to operation.

During “12th five-year plan”, greening work for1346kms and 5656kms arterial lines and rural roads were finished. 800 more new energy public buses are available in the city, ranking the top place among other cities of Hunan province. The standardized reconstruction of 99 ferries and 159 river vessels were finished as well. New energy ships were placed to trial construction in Dongjiang Lake. 2 capacitance environment friendly rubbish salvage ships, 3 blue-green algae salvage ships, 1 oil contamination recycling ship and 500meters oil containment booms were facilitated to Dongjiang Lake.

Great achievements on the construction of transportation informatization

During “12th five-year plan”, Chenzhou city promoted the upgrading of transportation by grasping the breakthrough of construction of transportation informatization. 2054 vehicles which were classified as “two passenger buses and one dangerous bus” were covered into Hunan public service platform of key operation vehicles, rating 100%. 11324 vehicles which were classified as semitrailer tractors and heavy trucks (weight 12tons and above) were enrolled into the state public monitoring and service platform of road freight, rating 94.1% which was higher than the designated index of Hunan province. It also developed and operated “digital comprehensive information management system of overload control” firstly in Hunan province, establishing monitoring center of overload control, installing non-stop inspection system in all fixed overload control stations, facilitating digital auto-weighing system of loading in some key freight enterprises of concrete plants and coal mines, promoting accurate detecting system pilot of overloaded vehicles, and realizing seamless network monitoring of city-county-station (source enterprises). The first phase of intelligent safe-guard system of public bus has been finished. 67 key docks and waterways were facilitated with waterway safe-guard system, which helped to realize the full coverage of “city-county-dock”.
