Recently, young director Litai Yanzi won the best director award at the 2020 Hollywood International Golden Film Award (GFA) for his film Ouyang Hai. Ouyang Hai is jointly produced by Hunan public interest film media center and Guiyang County Party committee and government. Around the hero Ouyang Hai's experience of growing up, joining the army and sacrificing, his short and glorious life is displayed. 

Ouyang Hai is a native of Guiyang County. In the winter of 1963, Ouyang Hai's troops organized camping training. He led seven classes to serve as the top class, charging ahead everywhere. At the end of the training, the troops marched in the rain according to the established route. As they passed the railway track, the train from Guangzhou to Wuhan whistled. The sound of the whistle frightened the horses, broke free from the reins, and carried the gun rack to the railway, crossing the middle. Seeing that a car overturning and death is about to happen, Ouyang Hai rushed onto the railway and tried his best to push the horses away, avoiding a serious accident. Ouyang Hai was only 23 years old because he was injured and failed to rescue. Ouyang Hai was awarded the honorary title of "model of loving the people" by Guangzhou Military Region, remembering the first-class merit. In 2009, Ouyang Hai was also rated as one of "100 people who have moved China since the founding of new China".
