Chinese character “郴”(Chen) is an unique character only used for Chenzhou city, but Chenzhou is not inseparable from the world. Along with the deepening of reform and opening up and promotion of economy globalization, the world is getting smaller and smaller while Chenzhou is growing bigger and bigger. The grand goal to build Chenzhou to be an international, modern and open city listed by Chenzhou municipal party committee and Chenzhou government is a great innovation theoretically and a great creation practically.

In order to establish an international modern and open city, the government has to establish international perspectives and ideas rather than inland mentality to participate in the competition and cooperation internationally and share the chances and results of internationalization. The government must follow the rules of international operations with international standards in terms of philosophy, strategy, market, mechanism, environment to further transform government functions, change enterprise mechanisms, regularize service management, perform international standards, follow international certification, and improve its management level to join in the international economy and enhance its international competitiveness.

To establish an international modern and open city is a strategic choice for Chenzhou government to achieve scientific leapfrog development and promote modern construction. In order to build a vibrant and dynamic opening-up economy system, Chenzhou government should take industrial internationalization as the guide, use modern technology to transform traditional industries and cultivate strategic new industries and green industries, eliminate backward production capacity, vigorously develop the tertiary industry, especially the development of international and modern service, tourism, finance, logistics and exhibition industry. All these actions would help to form a new industrial pattern with the foundation of modern agriculture, guide of strategic new industries, backplane of traditional industries, and comprehensive development of modern service industry.

In order to build an international modern and open city, Chenzhou government need rely on the modernization of urban infrastructure construction to enlarge the city scale, accelerate the city expansion, enhance city management, upgrade city level, and foster urban city civilization. Chenzhou government should improve tourism industry as a breakthrough to intensify the development of tourism resources, enrich tourism cultural connotations, and create unique cultural tourism products, increase the popularity of tourism brand like “forest city & leisure city” to improve Chenzhou to be an international tourism destination, Chenzhou government should keep the support of culture to absorb all human achievements of civilization with an open mind, discover and maintain the excellent elements and symbols of its unique culture, improve cultural industries with more cultural products and brands, and form a sound value orientation to upgrade Chenzhou city’s charm.
