Under current situation, Chenzhou is with weak economy strength and openness. Its city function, interior city structure and living condition should keep upgrading since it is far from the standard of internationalization on government management, social management, public service and mechanism construction, international ideology and quality of public servants, and so on.

It is a long procedure for promoting internationalization and will take much effort to meet the requirements of internationalization city. It is also an upgrading procedure for the city to be improved from district city, then central city in the district, finally an internationalization city in the district.

Chenzhou should find a right way under the practical condition to carry out the internationalization plan.
