Planning Ⅰ: internationalization and modernization. It is a long term target to build Chenzhou as an international and opening city with prosperous economy, civilized society, graceful ecology, balanced development of urban & rural areas, and happy citizens.

Planning Ⅱ: the most opening city of Hunan province and the interprovincial central city of Hunan-Guangdong-Jiangxi province. It is a short term and partial target. It should be followed the requirement of laying foundation within 3 years, upgrading within 5 years, and taking effect within 10 years to fulfill “two-oriented society” construction targets.

Planning Ⅲ: three establishments. It refers to the establishment of a national garden city, a national sanitary city and a national civilized city, which is also a national standard system. Regarding to the national garden city, it should be successfully established in 2013; as for the national sanitary city, it should be submitted in 2013, and fulfilled in 2014 while the target of a national civilized city should be completed in 2015.

Planning Ⅳ: four great jobs. It refers to great transportation construction, great industrial transfer, great city upgrading, great working style rectification. The four measures are an organic whole of how to carry out the construction of “another three years”. All the four parts work together to guarantee all the work of “another three years” can be fully boosted.
