On July 20, the general office of the State Council issued the guiding opinions on comprehensively promoting the transformation of old urban residential areas, which made it clear that 39000 old urban residential areas would be rebuilt in 2020, involving nearly 7 million residents. By the end of the "14th Five Year Plan", combined with the actual situation of various regions, we should strive to basically complete the transformation tasks of old urban residential areas completed before the end of 2000.
This is a people's livelihood project that attracts the attention and support of the people. It aims to solve the problems of poor and aging infrastructure, out of maintenance and management, imperfect municipal facilities and community services, which are strongly reflected by the masses, through upgrading, improving and scientific transformation, so as to effectively improve the sense of gain, happiness and security of the majority of residents.
Transformation can be divided into three categories - basic category includes water supply, power supply, gas supply, heating, mobile communication, optical fiber into the home, etc.; the improvement category refers to the improvement needs of building energy-saving transformation and conditional installation of elevators; the promotion category includes pension, care, domestic service, public facilities, etc., to meet the requirements of quality of life. The contents of the three types of transformation are different, which should be upgraded step by step and respect the reality. The local managers should reasonably determine the reconstruction standard according to the local and even the situation of each community. Everything should be done according to our ability, which also requires the understanding and cooperation of the majority of residents.
Specifically, the transformation of old urban residential areas is included in the affordable housing project, and the central government provides financial subsidies. At the same time, we will support all localities to raise funds for transformation through issuing special bonds of local governments. The focus of government funds on basic transformation is a kind of "bottom support". Actively promoting residents to participate in the transformation, supporting residents to draw housing accumulation fund to install elevators, is to let "self-help" reflect the principle of fairness. It is a beneficial practice to attract social forces to participate in the transformation and operation, and support the development of community services such as pension, nurseries and housekeeping in the way of "platform + entrepreneurial unit", which is a beneficial practice of respecting the market, standardizing operation and balancing social and economic benefits.
The "Opinions" are more clear to put an end to performance projects and image projects, and earnestly assess the financial affordability. It is not allowed to blindly borrow money to pave the way. Combined with the reasonable sharing of the government, residents and society, we will further strengthen democratic supervision to avoid the waste of funds and ensure the quality of the project.
