Transportation pattern
A rapid communication network with the main framework of expressway, high speed train, national and Hunan provincial road and intercity highway has been basically established in Chenzhou city. Hengwu expressway and Xiarong expressway have been opened to public, and some other expressways as Yueru and Guinin expressway were under construction or was going to be constructed. The total mileage of 780kms expressways indicated that Chenzhou city entered into a high-speed era and became a traffic hub city from traffic node.
Due to the change of transportation pattern, Chenzhou city economic patter, opening-up pattern, and urban-rural pattern were fundamentally changed. All the 11 counties (cities and districts) were covered into one-hour economic circle, which greatly enhanced the connectivity, complementarity and compactness of its economy. Chenzhou city became an important node city to connect the north-south and east-west city clusters and economic zones. Due to the improvement of transportation condition, Chenzhou city’s function as “south gate of Hunan province” was further highlighted and its development space for the construction of international and opening city was expanded wider as well.
Urban-rural pattern
It was the acceleration period for Chenzhou city’s development of urban and rural integration. The construction work on central urban area, county downtown, central town and new rural was promoted well. The town cluster cored with central urban area was formed rapidly and the overall urban-rural development patter was formed as well. The construction of urban areas, industrial parks and landscapes were promoted simultaneously which greatly upgrade the image of urban and rural areas.
Industrial transformation
Traditional industries were under transformation and upgrading, strategic emerging industries were still growing and modern service industries were promoted rapidly. The three times industrial structure was adjusted to 10:58:32. Concerned for the traditional industries, the traditional state-owned mine enterprises were improved greatly on the process of transformation, especially for some private enterprises as Yuteng, Jingui, Yinxing, Huaxin, Zhantai, Jinwang, Zhongde, and etc. Some undertaking transfer industries as electronic information, new material, advanced manufacturing and others, and urban economy and high-speed-train economy with the main bodies of modern finance, modern logistics, commercial complex, high-end real estate, culture and tourism, and etc. were promoted rapidly, which changed the economic structure and development pattern greatly.
Working style rectification
By handling working style rectification, freeing minds and trying first, the ideas and working styles of cadres became much better, more innovative ideas were presented by them to promote Chenzhou city’s development scientifically. It was well prepared to be improved to be an international, modern and opening city with sound idea, courage and capacity. At the meantime, Chenzhou city’s explorations and practices handled out in recent years well met the spirit of the eighteenth National People’s Congress. Its target of “three doublings”was the same as the eighteenth National People’s Congress target of “two doublings”. Reform and opening up, urbanization, ecological civilization construction, working style construction, anti corruption, and other points were deployed on the eighteenth National People’s Congress, which were the key work explored and promoted in Chenzhou city.
