It was reported that an intercommunications conference for the subordinate farming departments was held on March 7, 2014. Some representatives from more than 10 departments shared their working experience and discussed more details with each other. All of them considered that great achievements were gained on “three rural” issues in 2013, so Chenzhou city can be ranked the first phalanx of Hunan province on that work accordingly. All of the representatives expressed their expectation to work better in 2014 by seizing the good development chance.

Wonderful work was done in 2013 by Chenzhou government, such as holding some important conferences- Luoxiao mountainous poverty alleviation conference, Hunan provincial county economy conference, etc. to promote the upgrading of “three-rural” work; regulating the management of rural housing issues which was the first one of China and became the exclusive classic experience promoted in Hunan provincial rural working conference; promoting the ecological civilization construction, establishment of national forest city, construction of pilot city of national water ecological civilization, and etc.; and consolidating the construction of national production base of strong-favor high quality tobacco leave and national demonstration city for the work of disabled people.

Liu Hesheng- Deputy Secretary of Chenzhou Municipal Party Committee highly affirmed the achievements gained by Chenzhou city in 2013. He said there were great chances for the development of rural construction under current situation that China entered a complete new development stage of agriculture and rural area. Liu also required that following work concerned for “three rural” issue should be focused on the construction of well-off society with overall development of urban and rural areas, deepening rural reform, and improvement of rural condition. All of those were purposely to ensure Chenzhou city to be kept in the first phalanx of Hunan provincial “three rural” work.

Liu stated that more attention should be placed on following work in 2014 and even next few years: food security, development of modern agriculture, establishment of beautiful villages, construction of ecological civilization, promotion of manor economy, improvement of poverty alleviation and rural reform. All agricultural departments should try best to create a new working stage of “three rural” issue.
