Total expenditure of public financial budget was over 10billion yuan

It was learned from Chenzhou Finance Bureau that the total expenditure of public financial budget was amounted to 10.42 billion yuan in first four months of 2014 with an increase of 21.4%, ranking the first place of Hunan province on growth rate. The increase on housing security, transportation, and agriculture and forestry were 211.2%, 128.1% and 28.4% separately. The expenditure on improvement of well-being condition was 65.5% of the total.

Followed the concept to give priority for well-being projects, 46.52billion yuan financial capitals were collected for well-being projects, covering 71% of total public financial expenses. This strong support ensured “100 well-being projects”, “lighting up Chenzhou city” and some other well-being projects to be implemented well. At the meantime, protection of people’s livelihood system was expanded in Chenzhou city. Social endowment insurance for urban residents and rural endowment insurance were fully covered in the whole city; national essential medicine system was carried out in the villages’ clinics; construction on pilot of“one case one meeting” joint villages was promoted in 9 counties and districts of Chenzhou city; support for rural family planning was upgraded; some public cultural facilities as museum, library, memorial hall, patriotism education base, and etc were opened to public; and some financial support policies on the construction of pilot of serious illness insurance, beautiful villages, and preschool education were carried out in Chenzhou city. Furthermore, Chenzhou city placed more attention on the upgrading of well-being support standard. Over 30 financial aid standards were increased in Chenzhou city by collecting more capitals with different channels. Well-being support mechanism was improved in Chenzhou city as well. Employment aid mechanism, basic medical security mechanism, and comprehensive reform of basic health institutions were improved there. Compulsory education system was perfected to promote the balance development of the education in urban and rural areas. Social assistance was promoted with some joint mechanisms to guarantee the basic living of the poverty stricken group.
