The analysis meeting for first quarter’s economic trend was held in Chenzhou city

It was reported that an analysis meeting for first quarter’s economic trend was held in Chenzhou city on April 16, 2014. Xiang Lili- Secretary of Chenzhou Municipal Party Committee emphasized on the conference that officers’ passion on pioneering work should be rekindled to keep sound and rapid development of economy and to ensure all the annual target to be fulfilled well. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference and addressed a speech there.

Current economic situation of Chenzhou city was analyzed on the conference. According to the preliminary estimation, the total output value in first quarter hit 35.7billion yuan in Chenzhou city, up 10.4%; public fiscal revenue and local fiscal revenue hit 6.47billion yuan and 5.35billion yuan, up 13.0% and 16.3% respectively; the fixed-asset investment hit 23.28billion yuan, up 24.8%; the added value of above scaled industries increased 12.4%; total retail sales of consumer goods hit 15.06billion yuan, up 12.5%. On the other hand, some problems as the drop of some key economic indexes, lower quality and profit of economy performance, difficulties for the production, lacking of driving forces for economy increase, and etc. were available in Chenzhou city. The representatives from 12 sub-ordinate departments, industrial parks, counties and districts presented some reports on the conference as well.

After listening to the speeches address by the representatives, Xiang said all departments should figure out the question “how to analyze current situation” of economic trend firstly and then proceed to next step’s economic work. Generally speaking, Chenzhou city’s economy was kept a stable opening in first quarter of 2014 with faster improvement speed than Hunan province and national average level. Comprehensively speaking, though great achievements were reached in Chenzhou city, there were still some problems hindered on the way of further development; and though some more negative factors happened on the process, there were still a lot of favorable factors in Chenzhou city. In order to correctly view and analyze the economic trend of first quarter, all departments should clearly be aware the following points: all current difficulties were influenced by the macro situation as well as reflected Chenzhou city’s problems; the economic trend should be analyzed monthly, quarterly as well as yearly with long-term view; more confidence and efforts should be placed to promote the economy under tough condition; and all problems should be solved by themselves. Xiang stated that in order to keep the sound and rapid development of economy, more attention should be highlighted on key points. All work should be focused on “reform, opening, overall development, transformation and working style rectification”to keep stable increase, adjust structured, promote reform and benefit the masses and to ensure all annual targets to be fulfilled well. Following were the six key points: reform, especially on the decentralization of approving authorities and items; investment, especially on the industrial parks’ construction; projects, especially on the cultivation of financial resources; transformation, especially on the development of modern service industry; overall development, especially on seizing the chance of urbanization; and well-being projects, especially on the implementation of different policies.

Xiang emphasized that the key concern to fulfill all annual targets was “how to do”. The market’s decisive effect on resources allocation should be played well on the basis of respecting the laws of economics and playing the function of government and market well. The policies should be well analyzed to figure out the development trend. More chances should be seized to break the narrow-neck problems. The officers’ passion on pioneering work should be rekindled by handling the educational practices of the mass line to promote the improvement of industries with real effects.

Qu Hai pointed out that Chenzhou city’s economy performance of first quarter was kept stable. Under the macro situation that economy performance was kept stable with high pressure and some favorable factors, Chenzhou city kept promoting the reform, innovation, and transformation development and reached the stable economy performance in the beginning. The total volume increased stably with lower increasing rate but higher quality.

Qu said all departments should be aware of current hard situation of the economy performance, especially the following pressures and challenges: hidden concerns for exterior condition; insufficient interior driving forces; and sever competition around the area. All departments should keep confidence to seize the chance and solve the problems with favorable policies and innovative ideas.

Qu also emphasized that great efforts should be tried on the key projects with specified requirements and the educational practices of the mass line to ensure to fulfill all targets. More attention should be placed on promoting deepening reform and opening up, industrial transformation and optimization of structure, projects construction and investment attraction, spring ploughing and flood control, elements guarantee and optimization of environment, and improvement of well-being condition and safety production.
