In recent years, our city has taken the cultivation and development of characteristic towns (Town-Industry Integration Demonstration Towns) as the support point for building new growth poles, pushing forward the supply-side structural reform, coordinating urban and rural development, promoting new urbanization and developing global tourism, effectively stimulating the vitality of private investment, and promoting the construction of the Feitian Mountain Cuijiang Town in Suxian District, Bolin Silver Art Town in Yongxing County, Tangcun Foundry Town in Jiahe County, Reshui Hot Spring Town in Rucheng County and other countries, provincial and municipal characteristics towns, achieving stage effect.

Advances of characteristic towns (Town-Industry Integration Demonstration Towns) are as follows:

First, focus on high position advance to form creating force.

Both cities and counties have taken the characteristic towns as the highlight of the 13th Five-Year Plan to promote the construction of the characteristic towns. Municipal Party Secretary Yipengfei has been to the Provincial Development and Reform Commission many times to report on the work of linking up characteristic towns, and has given instructions on the development of Chenzhou characteristic towns. Deputy Party Secretary and Mayor Liu Zhiren has included the construction of the characteristic towns in our city's major prophase project plan in 2017, and personally carried it forward. Deputy Mayors and other municipal leaders often dispatch and coordinate the construction of characteristic towns in the whole city. The municipal executive meeting has studied the work of the characteristic towns, defined a series of supporting policies, and proposed to cultivate 11 demonstration characteristic towns in 3 years. The Municipal Development and Reform Commission has carried out in-depth investigation, conscientiously organized the declaration and construction of the national characteristic towns, provincial Town-Industry Integration demonstration towns, and municipal characteristic towns, dispatched and promoted the the project prophase and plan preparation, etc., and actively docked with the National Development Bank to guide and help solve the financing, project promotion, planning and other difficult problems. The counties (cities, districts) have defined the specialized leading organization, the working groups and the project financing platform, and positively promoted the plan preparation, the project construction and other work.

Second, focus on demonstration and lead to create a good atmosphere.

In May 2016, the Provincial Development and Reform Commission selected the first batch of 13 Town-Industry Integration demonstration town construction pilot in the province, and Feitianshan Town and other 4 towns were successfully shortlisted, accounting for nearly 1/3 of the province's total. Among them, Feitianshan Town was listed as a national characteristic town construction pilot, receiving 30 million yuan funds. Yongxing Bolin Town, Jiahe Tang Village and Rucheng Reshui Town obtained 10 million yuan each. In August 2017, Beihu District Xiaoby sports leisure characteristic town was included one of the first 96 sports characteristic towns in China, which will be supported by the State Sports Administration. According to the local conditions, the counties have also determined the list of characteristic towns to build and actively carried out the work of cultivation and creation, showing a good situation of demonstration leading and competitive development.

Third, give priority to planning and define development tasks.

Our city has strengthened the planning leading and taken the characteristic town planning establishment as the important basic work to make the characteristic towns with their own characteristics from the planning source. The municipal level has been based on the general strategy of "industry leading, overall development", strengthened the top level design of the characteristic towns, and scientifically compiled the layout plan of the characteristic town. Each characteristic town has been based on the local characteristic industry, location advantage and resource advantage, and worked out development plans with high standards and high starting points to guide the construction of the characteristic towns in line with the principle of "emphasizing the original color, creating the characteristic". The planning has focused on the multiple functions of developing characteristic industries, developing local culture, serving tourism and facilitating life, rationally constructing projects and carriers, and integrating industries into towns. The planning area of characteristic towns is generally controlled at about 3 square kilometers, and the core construction area is generally controlled at about 1 square kilometers, planned and constructed according to the standard of 4A scenic spot. The construction planning of characteristic towns in our city has been carried out mainly by county (city, district), directed by relevant municipal departments, and supported by the third-party professional organizations.

Fourth, focus on project support and gather momentum for development.

The municipal government requested that the national and provincial characteristic towns must invest more than 2 billion yuan and more than 1 billion yuan at the municipal level in 3 years; must persist in introducing at least one strong strategic investor as the main body of the market and implement a number of construction projects. Relying on the core scenic spot, Feitian Mountain in Suxian District has introduced Beijing Shunfeng Group to build the tourist town and implement a large number of projects, such as tourist reception center, scenic spot upgrading, fire protection corridor construction in Jiulongshui Village, and navigation project of Leishui waterway (Suxian section). In the Longnv Healthy Town in Beihu District, the construction of Longnv Commercial Road, Longnv Road and other municipal roads have been completed, the exhibition hotels, diving centers and other supporting projects have been put into operation, and the rehabilitation hospital invested by Chenzhou Medical Group will open soon. Dongjiang Yunmeng Town in Zixing City has built up the largest data center in Hunan Province and successfully attracted 19 companies, including Huawei, Ali, Hunan National Overbudget Center, Wangsu Science and Technology and Yunchang, to settle in the park with a total investment of 20 billion yuan. Longhai Town of Anren County has signed a contract with Longzhiyu Holding Group with a total investment of 4.5 billion yuan to build characterastic towns featuring pension and health industries, biopharmaceuticals and agricultural tourism, natural scenery and virtual technology with 3 or 5 years. Tangcun Town, Baishidu Town, Oujiang Town, Liufeng Town and Shunfeng Town have also increased the industrial, infrastructure and ecological construction project development reserves and promotion. The municipal levels have coordinated with the relevant counties, towns and demonstration towns, and strengthened the financing cooperation with the provincial CDB.

Fifth, focus on characteristics and strengthen pillar industries.

The characteristics industry is the core and soul of characteristic town construction. Around the industrial layout of each county and the key industrial development of the whole city, our county has combined the advantages of local resources, ecology and location to effectively dock the new consumption needs, and insisted on "one town, one industry, one town, one characteristic" to cultivate characteristic leading industries according to its own characteristics and advantages. Our county has also focused on cultivating the cultural tourism, health care for the aged, processing of characteristic agricultural products, modern logistics, e-commerce, big data, ecological agriculture and other new industries, and the silver processing, forging (casting) and other industries with regional characteristics, historical heritage and comparative advantages to cultivate a number of influential industries in the whole province and even in the whole country.
