Characteristic town is a development platform with clear industrial orientation, cultural connotation, tourism pattern and certain community functions. The general requirement of the planning and construction of the characteristic towns in our city is to adhere to the general strategy of "industry leading and all-round development" and the general requirements of "invigorating industry, strengthening entity, improving quality and increasing actual effect", regard the characteristic towns as the top priority of the new urbanization construction of the whole city during the 13th Five-Year Plan period, identify the development orientation and emphasize the characteristics, advantages and potentials of different regions on the basis of the concept of town-industry integration, and insist on industry as the basis of urban development to make cities and towns become the carriers of industrial development, form the characteristics of "one town, one industry", cultivate a number of new characteristic towns with outstanding industries and beautiful environment, devote himself to creating a number of town-industry integration demonstration towns in Hunan Province, form industrial investment and integration development agglomeration, drive industrial transformation and upgrading, and promote the healthy and sustained development of the local economy.

First, strengthen planning and guidance. The concept of characteristic towns has been popularized throughout the country, and its final landing needs to be implemented through planning. It is suggested that our city should do a good job in planning and guiding the related work in two levels. On the one hand, we should base on Chenzhou and county areas to compile the "General Layout Special Plan of Chenzhou Characteristic Towns". From the perspective of resources in the whole city and county, on the basis of fully investigating and combing the resources of the superior characteristic towns of the cities and counties, the overall planning should consider the layout, determine the location and rationally delimit the location and size of characteristic towns, and the planning and compilation should grasp the development of the characteristic industries, excavate the local culture, serve tour, convenient life and other multiple functions, integrate industry into towns to strive for "one town, one style", and display the landform features, architectural features, ecological characteristics and cultural characteristics. Planning should be made by the people's governments at the municipal and county levels. Planning and design units should select planning and design institutes with Grade A qualifications that are familiar with the distribution of resources in Chenzhou city, county and township. On the other hand, each characteristic town should combine its own reality and compile special plan. According to its own foundation and unique potential, each characteristic town should adhere to ecological priority, adhere to the ecological bottom line, and build a town with local characteristics and cultural heritage. Each characteristic town should pay attention to project planning, closely focus on the characteristic industries, plan a number of large-scale good projects, play a role of demonstration and business card, and layout production, life, ecology, culture and other spaces relying on existing resources to form a complete industrial chain and drive the development of the surrounding areas. The main body of planning should be the county government or town government. Planning and design units should select comprehensive design institutes with relevant qualifications such as planning, architecture, municipal administration and gardens. It is suggested to invite a high-level professional design team, and experienced experts and scholars to complete the plan. Aiming at the domestic and even international first-class level, the designers should investigate on the spot, accurately position and scientifically compile.

Second, introduce supporting policies. It is suggested that, referring to the experience and practice of Zhejiang Province and other places, the county and urban governments should explore and promulgate operational local policies and implementing rules on the establishment of industrial development funds, special financial incentives, land use index incentives and penalties, and increase social capital investment and operation with industrial funds and financial incentives. The counties, cities and municipal departments should implement the spirit of the municipal government's "Opinions on Promoting the Demonstration Construction of Characteristic Towns" and other documents, implement all preferential policies, and actively strive for funds, projects and policy support from state, provincial and other places to form depression effect.

Third, strengthen characteristic industries. The county and urban governments should be based on the industrial foundation, face the market demand to integrate according to the characteristics and advantages, establish a distinctive industrial positioning, adhere to the "one town with one industry, one town with one characteristic" and cultivate a number of influential characteristic towns throughout the country and the province; should focus on creating five kinds of characteristic towns on the basis of industry; should attach great importance to the introduction and cultivation of high-quality market players, and flexibly use policies and measures such as finance, taxation, investment, land and environmental protection to support the strengthening, transformation, upgrading and quality development of market players. While building characteristic industries to support the construction of characteristic towns, the county and urban governments should focus on the development of other supporting industries, promote the optimal allocation of resources and the coordinated and sustainable economic development, increase farmers' income and improve people's lives.

Fourth, highlight project support. The county and urban governments should focus on improving the production and living conditions of the residents, enhancing the value connotation of the construction of characteristic towns, promoting a number of infrastructure and livelihood security projects (roads and afforestation, water supply and drainage, gas supply, sewage and garbage treatment, schools, hospitals, parking lots, etc.), defining the main body of implementation, speeding up the early stage of the project and starting project work to form a physical work quantity as soon as possible. Around the core industries and characteristic industries, the county and urban governments should introduce a number of industrial projects which are in line with the policies and have strong driving force, and plan, promote and implement industrial projects with strategic thinking, so as to enhance the comprehensive strength and development stamina of the economy in characteristic towns; should strengthen cooperation with the China Development Bank, accelerate the implementation of the "Provincial Development Bank's Demonstration and Cooperation Agreement on Supporting the Town-Industry Integration in Chenzhou City", accelerate cooperation intentions and project promotion, and coordinate the county and urban platform companies in undertaking the construction loans for the characteristic town projects of the China Development Bank.

Fifth, innovate the system and mechanism. As the main body responsible for establishing and improving the promotion mechanism of the construction of characteristic towns, the county and urban governments should strengthen leadership, and the relevant departments should perform their duties and cooperate closely to form a strong joint force to promote the construction of characteristic towns. The county and urban governments should bring the characteristic town project into the city's key investment attraction and focus on the introduction and cultivation of a number of leading enterprises; should strengthen the development, reserve, packaging and promotion of characteristic industries, livelihood projects and infrastructure projects; should give full play to the role of government investment in infrastructure construction and improvement of people's livelihood; should perfect the comprehensive carrying capacity, optimize the development environment, and strengthen the functions of characteristic towns as business incubators and "Double Creations" incubators.

Sixth, strengthen scheduling assessment. The county and urban governments should incorporate annual construction tasks into the municipal government's annual assessment system of the counties and cities, formulated assessment methods and by the leading group offices; should establish and improve the scheduling mechanism, and dispatch, analyze and notify the progress of pilot projects, project investment and image progress of characteristic towns quarterly. The municipal government should carry out an annual assessment of the characteristic towns spilot, and implement an elimination mechanism. The characteristic towns that have not fulfilled the annual target assessment tasks will no longer enjoy the support policies for the characteristic towns from next year.
