Introduction:

Baishidu Town has always been an old industrial town, an important transportation town and a famous cultural town, which is a key town and a demonstration town in the construction of characteristic towns. It was listed as one of the 10 pilot towns in the province in 1999 by the Provincial Planning Commission, one of the 10 pilot towns in the city in 2000, and was listed as one of the key towns in the construction of city-level units in 2003. In 2012, it was listed as the third batch of pilot towns for development and reform in China, Hunan characteristic towns and Chenzhou "Twelfth Five-Year Plan" demonstration towns. There are 56 investment enterprises in Baishidu Fluorine Chemical Circulation Industrial Park, an important Park in Yizhang County, including Lantian Hongyuan Chemical Industry, Huaheng Mining Industry, Southern Wine Industry and other provinces, cities and counties.

Basic situation:

The town has introduced the Sinochem Blue Sky Hongyuan Chemical Industry, Ruitong Fine Chemical Industry, Hetian New Building Materials, South Liquor Industry and other key projects in provinces, cities and counties, in which the project of fluorine chemical recycling industrial park with an investment of 1 billion yuan has been successfully completed and officially put into production, and the new HFC-32 production line with annual output of 20 thousand tons has been set up. Ruitong fine chemical phase 1 project is progressing smoothly and has entered the commissioning stage. Hotian new building materials, Baishidu third-class passenger station, tap water reform, arsenic-containing waste landfill projects are comprehensively promoted.

Problems:

There is a shortage of funds, insufficiency industry growth potential, and no good pattern of industrial development with complementary steps and competing development.The development environment is still not optimized, and it is difficult to handle project documents, implement the projects and start construction. Owing to the compensation for land expropriation and removal involved in the project construction and the disputes over ownership of mountains and forests, the pester petitions and repeated petitions have not been fundamentally solved.

Work plan and suggestions:

The town will strengthen 3 advantageous industries of fine chemicals, non-ferrous metals intensive processing and building materials; develop 3 industrial clusters: agricultural and sideline products processing industrial clusters, building materials manufacturing industrial clusters, and fine chemical industrial clusters; and build 3 industrial concentration zones: fluorine chemical industrial concentration zones, industrial intensive processing zones and energy and power generation concentrated zones.
