Introduction:

Yongxing County, located in the southeast of Hunan Province and the northern border of Chenzhou City, has rich tourism resources, exotic natural ecology and rich cultural background. The natural landscape is famous for its clear mountains, beautiful waters, exotic rocks, quiet caves and wonderful temples, with a long history and rich cultural connotations, and the brand of "China Silver City" is a new tourist attraction. The Beijing-Guangzhou Railway, Beijing-Zhuhai Expressway, G107 and S212 Road across in the territory, and the Bianjiang River in the upper reaches of Leishui is open throughout the seasons. The characteristic industries based on the processing and utilization of rare metals have developed rapidly and successively won three national-level scientific and technological gold-lettered signboards, such as the "National Industrialization Base of High and New Technology for Regeneration of Rare Metals", "National Experimental Zone for Sustainable Development", and "National Intellectual Property Strong Engineering County". The county has obtained 14 domestic leading scientific and technological achievements, 19 municipal scientific and technological progress awards, and 1 municipal first patent award, and have been granted more than 510 patents, becoming the first batch of demonstration counties for the transformation of scientific and technological achievements in Hunan Province. It has a unique advantage in developing the economy of characteristic towns.

In terms of policy support, the Ministry of Housing and Construction, the National Development and Reform Commission and the Ministry of Finance jointly issued the "Notice on Developing the Cultivation of Characteristic Towns", which has policy support in financial incentive support, investment incentive support, construction land support, talent introduction support and financial guidance support. The provincial government has also promulgated the policy of developing strong counties with characteristics. In terms of industrial development, Yongxing County has started to implement a number of characteristic industrial blocks, and closely combined some characteristic industries with landscape resources, regional culture and characteristic industries with the cultivation potential of characteristic towns.

Bolin Silver Art Town: known as the "China Silver City", the annual output of silver accounted for nearly a quarter of the country's total, and the annual output value of rare metal recycling industry reached 16 billion yuan, accounting for 88% of the town's GDP. Meanwhile, relying on the purification and processing of gold and silver rare metals, the town has extended the industrial supply chain upstream, stretched the industrial transaction chain downstream, and promoted the horizontal integration with the tourism industry.

Basic situation of construction:

The leading group and construction headquarters of the "Silver Art Town" project have been set up in Bolin town. The total investment of the project construction plan is 834.386 million yuan. The first batch of construction projects, the main part of 11 buildings in Bolin Town Resettlement District, have been completed and the construction of the subsidiary facilities is under way; 13 sub-projects of the first phase of the project have been approved by the County Planning Committee for inclusion in the investment plan, and the sub-projects' proposal, design, research, EIA, project budget and other preparatory work are under way; the project planning, site selection, land collection and other preliminary work of the Bolin sewage treatment plant, and Bolin Social Management and Control Center have been tentatively formulated; the quality improvement of Bolin Overseas Chinese Street and Bolin Avenue will be start; the 13 reserve projects of the second and third phase are under preparation.

Problems:

The project has many sub-projects and it is difficult to carry out relevant preliminary design and feasibility studies; the characteristic town depression effect is so lacking that cannot attract the talents needed for development; there are problems such as the difficulties in financing, the large amount of capital for construction, and the lack of obvious benefits; ICBC stopped lending to the county financing platform, only to the PPP mode of financing, although there is little cooperation, but the effect is not satisfactory.

Work plan and recommendations:

The town should make a strong and large industry and vigorously promote the comprehensive recovery of rare metals of low grade and complex materials in Xiongfeng Company, the comprehensive recycling project of waste residue in Rongpeng Company, and the recycling of 100,000 tons of rare metal wastes in Jinrun Company; should build investment depressions and build rare metal information trading platform to achieve the online and offline synchronous sales of rare metals; should improve infrastructure facilities and plan to build a new collection of rare metal information transactions, gold and silver jewelry processing, sales, trade, catering, logistics in one high-end gold and silver city; should start the construction of green and quality improvement, street rectification, upgrading of water supply and drainage network, sewage treatment plant, and the housing facade upgrading of gold and silver deep processing street.
