Introduction:

There are abundant forest resources and 85.6% forest coverage in Feitianshan Town. The rainfall is abundant throughout the year and 2/3 of the domestic water in Chenzhou urban area is taken from the Shanhe Reservoir without any pollution at the source in the town. The town, surrounded by green mountains and trees, with beautiful environment, four seasons of green flowers, pristine mountain forests, clear water and pleasant climate, is the first choice for entertainment, leisure and vacation. According to the idea of urban and rural planning, characteristic development and green development, Feitianshan Town has adhered to the two bottom lines of development and ecological protection, insisted in the pace of ecological governance, ecological protection and ecological construction, and focused on creating the leisure, tourism and vacation ecological town with the theme of the "production, life, ecology".

Feitianshan Town has attached great importance to the development of tourism and small towns, and given great support in policies, funds and projects. Especially in October 2015, with the opportunity of hosting the Chenzhou International Leisure Tourism Culture Festival, the government increased investment, paid close attention to infrastructure construction, comprehensively constructed eco-tourism projects, highlighted the characteristics of leisure tourism, and declared Hunan characteristic towns and the second batch of Hunan culture tourism towns. It was selected in the first batch of Town-Industry Integration Demonstration Towns in Hunan Province in 2016, which made the ecotourism advantage of Feitianshan Town more obvious, the prospect broader, and the condition of building the global tourism town more mature.

Basic construction situation of characteristic towns:

Feitianshan Town is a Town-Industry Integration Demonstration Town. District and town have set up a work leading group to work out a work plan, and hired Chenzhou Planning and Design Institute to complete the "Feitianshan Characteristic Town Planning" in Suxian District. At present, there are 24 projects under the jurisdiction, with a total planned investment of 17 billion yuan, and the investment has been completed 3.408 billion yuan, of which: 6 projects have been completed, 16 projects have been started, and 2 work projects have been carried out, including another 12 reserve projects. The town has gained the central budget investment of 30 million yuan, and introduced Beijing Shunfeng Investment Co., Ltd. and a number of strategic investors.

Problems:

Characteristic towns have not formed a diversified investment pattern, without perfect supporting infrastructure and balanced industry development. The project construction is difficult in land use and the formalities are difficult to handle.

Work plan and recommendations:

Feitianshan Town will adopt multi-party financing, actively introduce diversified investment mechanism, and guide all kinds of enterprises, individuals and foreign businessmen to actively participate in the construction of infrastructure and supporting projects in various forms; will pay close attention to infrastructure construction, vigorously promote the construction of the Feitianshan Tourist and Cultural Industry Park, Leishui Waterway Regulation, Feitianshan New Town Riverway Regulation, Jiulong Water Village Fire Protection Channel and other projects, and strive to put them into operation as soon as possible; will promote the Feitianshan General Airport, South Cuijiang Road and a number of major early projects to start at an early date at the same time.
