Introduction:

The Longhai Traditional Chinese Medicine Culture Healthy Town project, as a key investment promotion project in Anren County, has been strongly supported by the county Party committee and the county government. In March 2017, the county government signed a strategic cooperation framework agreement with China Dragon Travel Holding Group and Hunan Hanyu Chuangfu Asset Management Co., Ltd. and established Anren County Dragon Travel Healthy Co., Ltd. and a government-led project leadership group, with the planning and construction area of 11000 mu, a total investment of 4.5 billion yuan. In May 3rd, the project was put on record in the County Development and Reform Commission. In May 6th, the Anren County government issued the project land blue line. In June, Beijing Century Qianfu International Engineering Design Co., Ltd. was hired to compile the overall plan of Longhai Town (including detailed rules and regulations), and 300 mu of land has been allocated. On September 19, the 16th People's Congress of Longhai Town voted to adopt a resolution on the overall planning of Longhai Town. On October 31st, the Anren County Regulatory Commission passed the general plan of Longhai Town (included in the minutes of the government meeting).

At present, the first start-up fund for the project has arrived and the foundation-laying ceremony was held in March 2018. Longhai Town "Traditional Chinese Medicine Characteristic Culture Healthy Town" project focuses on the development of two major industries of traditional Chinese medicine and tourism, and the construction of Hunan Chinese herbal medicine breeding base, Linxia herbal medicine planting base, endangered Chinese herbal medicine LED wisdom medicine plant factory, Chinese herbal medicine extraction technology research, traditional Chinese medicine rehabilitation physiotherapy, chronic illness recovery, pension community, exquisite agriculture, leisure agriculture, cherry blossom theme manor, Shennong culture IP building, cold and warm spring resort, special residential, amorous feelings commercial street, parent-child paradise, etc.to realize the integration development of the first, second and third industries. It is estimated that by 2020, the total economic income of Longhai Town will reach 3 billion yuan, the financial revenue will exceed 600 million yuan, the per capita income will reach 25,000 yuan, 15,000 social employment posts will be provided, the urban population will reach 25,000, and the level of urbanization will reach 62.5%. The quality of life and the level of public services will be greatly improved to realize the goal of building a well-off society in an all-round way.

Problems:

As a key investment attraction project in Anren County, the preliminary preparation and planning work have been completed to enter the stage of bidding for engineering construction. It is hoped that the municipal and county governments would give relevant policy support to the project, including land construction indicators, tax relief, talent policy, and so on.

Work plan and suggestions:

Longhai Town will implement the functional Structure partition of "two axes + one belt + two centers + six groups", namely: two axes, the main axis of urban development along the provincial highway S212 and the secondary axis of urban development along Wantian Road; one belt, the agricultural development belt; two centers, Longhai business service center, healthy characteristic town tourist service center; six groups, the commercial and residential supporting group, theme amusement group, medical and pension expo group, pension service group, health vacation group, and production and research group. At the same time, the town will set up a rural ecological rehabilitation development fund with a capital of 600 million yuan on the investment, integration and upgrading of rural ecological rehabilitation projects, supporting the local basic pension, environmental governance, industrial poverty alleviation and other public welfare projects in Longhai Town, and implementing the "rural revitalization strategy" put forward by the 19th National Congress to build a happy and harmonious small town with "industry + company + farmers".
