Reshui Town has set up a leading group for the construction of Rucheng County Hot Spring Town, which is compiling the "Complete Edition of Rucheng Hot Spring Town in Hunan Province and the "Comprehensive Edition of Rucheng Hot Spring Town in Hunan Province". The total investment of the project is about 624.81 million yuan, and the actual investment is 116.83 million yuan. The central water supply project, sewage treatment plant, town road network and other urban infrastructure projects have been strengthened in an all-round way. The county finance has arranged special funds for the construction of public infrastructure in Hot Spring Town, and returned 200 mu of land transfer funds to promote the development of the town. Through the town-industry integration, the discount funds of small towns have reached 10 million yuan.

Problems:

Because the superior government has not promulgated the preferential policy for the current period examination and approval of the projects in characteristic towns, and lacks relevant talents, the time limit for approval procedures is too long, and some projects can not start in time. The social capitalists can not enjoy the preferential policies on the characteristic town construction and funds, and their enthusiasm is not high, which leads to the difficulty of introducing social capital.

Work plan and suggestions:

Firstly, Reshui Town should optimize the existing industrial structure, promote transformation and upgrading, speed up the implementation of high-quality brand strategy, fully develop local cultural resources, and strive to create cultural tourism. Secondly, should improve the facilities, enhance the service function, speed up the construction of public service facilities, service level, do a good job in tourism information consultation services, and speed up the construction of tourism talents. Thirdly, should strengthen tourism propaganda, optimize market order, actively strengthen propaganda, innovate tourism development model and promote cooperation in regional tourism development through the alliance of government and enterprises, departments, and regions.

It is suggested that the higher authorities should introduce more preferential policies to benefit the construction of characteristic town projects in supporting funds and financing credit, and give strong support to the construction funds; should further integrate the financial resources, straighten out the management system, and introduce various professionals for guidance and management, so as to truly build Reshui Town into a world-class hot spring town.
