Introduction:

Tangcun Town in Jiahe County is an important industrial town, a large commercial and trade town, a demonstration town of urban and rural integration, a municipal demonstration town, and a provincial characteristic town. The town covers an area of 2.8 square kilometers and has a permanent population of 21,000, which is a convenient and prosperous "forging characteristic town".

From manual forging, mechanical forging to intelligent forging and casting, Tangcun's products have developed from single farm tools and knives to whole hardware tools and emerging scientific and technological products, reaching over 2100 varieties and 59 series, including the wrench series, pliers tools, gardening tools, set tools, power tools, auto parts tools, and agriculture, household knives, etc. The output reached 85 million pieces (sets) with 68 independent brands, and the products were exported to the USA,UK, France, Germany, Russia, Japan, Canada, Italy, Netherlands and other 25 countries and regions to achieve a new breakthrough in the history of Tangcun forging. In recent years, Tangcun Town have closely followed the development strategy of "prospering Industry, strengthening entity, raising quality and increasing effectiveness", practiced the construction concept of "developing big towns, beautiful scenic spots, communities, parks" and explored a new road to promote Town-Industry Integration in an all-round way, thus keeping a good momentum of rapid and healthy development in the economic and social undertakings of the whole town.

At present, the town has 5 industrial districts, including Zhenxi, Zhennan, Zhenbei, Yinghua and Tangshui. There are 126 forging enterprises, 1 state-level high-tech enterprise, 1 well-known trademark in China, 5 famous trademarks in Hunan, 6 enterprises with independent export management rights, 5 enterprises with the "National ISO2008:9001" quality certification system, 62 enterprises with annual total value of more than 5 million yuan or more and 25 enterprises with annual value of more than 30 million yuan. Steel hoes account for more than 70% of the country's market share and wrench series accounts for more than 60% of the market share. Agricultural tools, cutters and hardware tools are well known throughout the country. In 2016, the total industrial output value was 4.62 billion yuan. In 2015, the town was named as "the hometown of forging in China, green forging development base" by National Forging Association, which is one of the four forging towns in China. In 2016, it was listed as the town-industry integration demonstration town in Hunan province.

Basic information:

Tangcun Town of Jiahe County has compiled the implementation plan for the construction of town-industry integration demonstration town, and set up a leading group for the construction of characteristic town. Hunan Academy of Social Sciences has compiled a plan for the town-industry integration development planning in Tangcun Town. At present, the town has identified 8 projects and supporting projects to build in three years, and 7 projects have been completed, with a total investment of 110 million yuan, completing 1.21% of the estimated investment. More than 90 million yuan has been invested in the four main roads of Jimao Road, Furong Road, S324 Line and Zhaohui Road. The asphalt pavement of the road has been completed, the pavement laying has been completed about 90%, and the gas pipeline, weak electricity pipeline, water supply pipeline and sewage pipeline have been completely laid; the refuse transfer station was built and put into use in December 2016 with an investment of 3 million yuan; Furong garden and the construction of e-commerce platform were completed in August 2016, with an investment of 3 million yuan.

Problems:

The county and county functional departments were not included in the appraisal scope, the owners were not clear enough, and the powers and responsibilities were not clarified. The construction of factory building industrial park needs to occupy part of farmland and the land regulation involves a large range. Because farmers are unwilling to transfer and farmland protection, land red line and many other reasons, regulation is difficult to implement and the land allocation indicators are less.

Work plan and suggestions:

It is suggested that the municipal government should promulgate relevant evaluation methods, including county-level and related functional departments into the scope of evaluation, and further clarify the main responsibility of county-level construction in characteristic towns; should improve the infrastructure construction of Zhenxi Industrial Park, promote the development of precision accessories in Sicun Industrial Park, establish forging product testing and inspection centers, and differently transfer enterprises to Forging Industrial Park and Zhenxi Industrial Park; should provide corresponding land indicators for the higher authorities and the land departments.
