Sports leisure town is a space area, national fitness development platform and sports industry base with unique sports and cultural connotation, good sports industry foundation, sports and leisure, culture, health, tourism, pension, education and training and other functions.

The construction of sports leisure town is conducive to fostering the sports industry market, attracting long-term investment, promoting the sports and leisure, tourism and health in the towns, and benign interactive development of modern service industries, promoting industrial agglomeration and forming a radiation-driven effect, and adding new momentum to the economic and social development of cities and towns; can effectively promote the equalization of basic public sports services with township as the focus, and promote the deep integration and coordinated development of township fitness and health undertakings.

Xiaobu Sports Leisure Characteristic Town, located in Xiaobu Village of Baohe Yao Township in Beihu District, has sports and leisure, sports tourism, sports and recreation, sports real estate and other sports at present. On June 19, 2017, the China Golf Association awarded the Xiaobu Nanling Eco-city Golf Course as the "China Golf Youth Training Base", which is another fruitful achievement of Chenzhou to build a sports characteristic town. Xiaobu Nanling Golf Course is also one of the 496 legitimate courses in the country.

The sports leisure town has also successfully hosted the Auto Cross Racing, China Automobile Rally Championship, Youth Golf Point Tour and other major events.

Basic situtation:

On October 18, 2017, Chenzhou Xiaobu Sports (Sports Leisure) coordination and promotion work leading group was set up. On November 12, the State Sports Administration, the Provincial and Municipal Sports Bureau were invited to hold a forum on the sports and leisure characteristic town. The special investigation report on sports leisure characteristic town has been completed. The completed sports items include: 18 holes international standard Chenzhou Nanling Golf Course, Lvxin Tongxiang Parent-Kid Sports Paradise, Siqing Lake Water Sports Base, Xiaobu-Sanhexi River Ecological Green Road, Xiaobu Yangshan Ancient Village Group, Tangfeng Temple, Nanling Five-Star Hotel, and Senhui International Racing Base Phase I. The projects already started include football field and health management center. Zhailing Mountain Outdoor Sports Park, Chenzhou Sports Training Center, Infrastructure Improvement and Construction of City Sports Schools, Women's Volleyball Physical Fitness Base, Hunan Youth Football Training Base, Hunan Normal University Football Institute, Zhailing Outdoor Sports Company have begun the preliminary work. The reserve projects include the Han Culture Museum, highway and mountain bike race track, the Wenwu School, the Yi Siling Shooting Hall of the National Academy School, the Taiji Hall, the flying club and the racetrack.

Problems:

Zhailing Mountain Outdoor Sports Park has completed the conceptual planning and is making a regulation. The new campus of the city sports school, the junior football school and the women's volleyball base have already obtained approval procedures for agricultural land, and the design institute is making plans.The planning implement of the Planning and Facilities Institute is slow and the overall sports town planning has not come out.

The town will strive for the government's allocation of 1 million yuan for work, do a good job in planning and other basic work, hire experts and professionals, and do a good job in the special planning of sports leisure characteristic town.
