Chenzhou Natural Resources and Planning Bureau jointly drafted the Interim Measures for Land Supply Management of Chenzhou Industrial Chain Projects in China (Hunan) Pilot Free Trade Zone Chenzhou Area (hereinafter referred to as the Measures) with Chenzhou High-tech Zone (Free Trade Zone) Management Committee, which officially came into force on March 15, 2023.
The Measures center around how to strengthen industrial chains in the Chenzhou Area of Hunan Pilot Free Trade Zone to promote industrial integration. The lands involved in key links and core projects of an industrial chain, or those involved in upstream and downstream projects can be provided as a whole. Also, comprehensive reform, innovation and promotion in five aspects, including synchronization of land approval and land put on sale, change of traditional land sale methods, and land sale fees paid in installments, will be carried out to effectively optimize the business environment, and strengthen the guarantee of natural resources.
The Measures allow the synchronization of land approval and land put on sale for industrial chain projects. This will reduce the time for enterprises to acquire land (at least 30 days less). It used to require the approval form before the land supply, but now the land can be put on sale just with the approval form.
In the Measures, land sale methods are innovated as follows. The first is to allow many lands related to industrial chain projects to put on sale in a bundle. Second, when there is only one intended partner, the key industries are allowed to supply land by agreement. Third, land sale fees for industrial chain projects are allowed to be paid in installments, with the first payment ratio not less than 50% and the rest to be paid within 2 years. After the first payment, the land sale contract can be signed, and the project planning permit and construction permit can be handled. The reform will provide a favorable environment for enterprises to focus on land acquisition, construction and funds.
After the first registration of land and buildings which have gone through with the inspection and acceptance, the buildings can be divided, registered and transferred by such basic units as one building and one floor. Industrial chain projects are encouraged to use idle land. If idle land fails to meet the requirements for sale, a notice registration system can be implemented.
Institutional innovation is the top priority in the construction of Chenzhou Area of Hunan Pilot Free Trade Zone. The Measures are a practical move to carry out the strategy of “strengthening Free Trade Zone”, integrate into the Guangdong-Hong Kong-Macao Greater Bay Area more closely, and promote high-quality development with high-level opening up. It demonstrates Chenzhou’s determination to drive enterprise growth through institutional innovation and realize high-quality development and it is of great significance for Chenzhou Area to form its efficient and characteristic industrial chains.
