Documentary for the county economy development of Yizhang County

Yizhang, (Chinese version:宜章 )named as Yizhang(义章) in ancient time, was famous for “pearl of Chu & Canton channel”(Chu was an ancient name for current Hunan and Hubei province). Inheriting the ancestors’ spirit, Yizhang people is working hard on the county economy development and keeping an advanced place among other counties of Chenzhou city. Yizhang county Party Committee and Yizhang Government took four great measures such as “great development of industrial park, great rectification of working style, great changes of mountainous areas, and great improvement of well-being” to strengthen four securities like “leadership upgrading, cadre cultivation, working style rectification, and mechanism revolution”. By well handling out these measures, Yizhang County reached a sound and rapid development on county economy. From January to September, Yizhang ranked the top place on different economy indicators; for instance, the GDP hit 8.2 billion yuan, up 13.2%, while the total fiscal revenue amounted to 959 million yuan, up 22.1% and fixed asset investment reached 7.703 billion yuan, up 39.8%

Docking with state-owned enterprises to accelerate economy transformation with new industries

When arriving at Yizhang County, reporters witnessed some huge projects carried out in Yizhang industrial park and along main roads. With big amount of capital, new technology and concept, these kinds of huge projects were mainly owned by state-owned enterprise and groups, which greatly helped to improve Yizhang county’s economy development.

Ouyang Feng specified the development idea of Yizhang County, namely, docking with state-owned enterprises in the north of China and undertaking private enterprises in the south of China. By seizing the chance that south Hunan was listed in the demonstration area of national undertaking industrial transfer, Yizhang county expanded its industrial park plan to be “one district, four parks, and 5 projects zones” with 30 square kms. Following the concept of development with the help of advanced enterprises, Yizhang County was actively docking with state-owned enterprises and provincial big groups. Sinochem Group, one of the world top 500, was successfully attracted to invest 5 billion yuan on establishing an international level fluoride industry. The first phase of this project, with 1 billion yuan investment, covered 600 mu areas, and would be placed to operation at the end of 2012. The second phase has been implemented in advance. Meanwhile, Yizhang County is working hard on upgrading traditional industries and boosts the transformation development with industrial adjustment.
 

Till now, 18 enterprises have settled down in Yizhang industrial park, among which 6 enterprises have over 100 million yuan investment. Strategic cooperation framework agreements with 13.25 billion yuan amount of contracts have been signed with 7 state-owned enterprises and over 2 billion yuan of them have been paid-in. In the recent three years, Yizhang County gained $160 million actual use of foreign capitals, 5.312 paid-in domestic capitals and was listed as one of Hunan province’s ten key counties of processing trade undertaking industrial transfer.

Improving industrial clusters with modern agriculture to benefit people

It was introduced by the principal of Yizhang Dingnong Animal Husbandry Co., Ltd. that now more modern agricultural enterprises are available in Yizhang County. In recent years, Yizhang County has guided the “three rural issues” with high agricultural technology, and carried out the poverty alleviation work together with “three rural issues” to boost the great development of mountainous areas.

Meanwhile, Yizhang County kept investing more on modern agriculture. With this effort, 5 advantageous characteristic agricultural industries such as rice, navel orange, pig, poultry, and tobacco with annual output value of over 200 million yuan were forged in Yizhang county; more than 30 nationwide famous brands were established there; and 1232 tons of rice was added in modern high level of rice project, which enabled Yizhang to be one of the 680 core rice production centers of China.

By seizing the chance of being listed as the key anti-poverty county of Luoxiao destitute areas, Yizhang invested 250 million yuan on the construction of Yizhang modern agricultural industry poverty alleviation park. Currently, there are 3 Hunan provincial agricultural leading enterprises and 12 Chenzhou municipal leading firms available in Yizhang County. It was awarded as the national demonstration county of agricultural standardization and Hunan provincial model county of rice production.

Great urban construction project boosts new city establishment

As it was witnessed by reporters, Shuangxi new city project was well carried out. The project, with 2.2 billion yuan investment, covered 3000 mu areas, which would help to expand the county area to be several times and forge the new administrative, cultural, commercial and ecological leisure center of Yizhang county.

Yizhang forged the three-year plan of urban construction by seizing the chance of “grand cross” urban cluster project of Chenzhou-Yingxing-Yizhang. According to the plan, Yizhang would invest 10.3 billion yuan on the county center construction to forge a new county pattern and a new gate for the connection between Hunan and Guangdong province. Meanwhile, it would accelerate the pace of connection with Chenzhou city to forge a new road network.

Now, all the construction projects are carried out well in Yizhang County. Besides some road projects, the “lighting up Yizhang” project was launched as well to install LED lights on public places and roads, forcefully promoting the greening work and upgrading the living condition.

Along with the introduction of projects and capitals, the industries in Yizhang were greatly improving, which helped to boost its county economy development. Yizhang Party Committee and Yizhang Government kept the concept of “working for the people” to establish a “happy Yizhang county” and share the achievements with all the citizens. More than 860 million yuan were allocated on the well-being projects with an increase of 8.86%, covering 76.79% of the total budget expenditure.
