Xiang Lili- Director of Chenzhou Municipal Party Committee investigated Zixing city and Yizhang County on November 21, 2012 for promoting the implementation of the spirit of 18th National Congress of CPC. Xiang emphasized that all the departments should scientifically plan new development measures, ideas and methods with the spirit of 18th National Congress of CPC.

By handling China Hunan International Tourism Festival, Zixing focused on five highlights like tourism development, city upgrading, industrial park improvement, environment treatment, and skill upgrading to boost the sound and fast development of economy and society. In the first 10 months of 2012, Zixing city fulfilled general financial revenue with the amount of 1.968 billion yuan, up 34.1%.

Yizhang County followed the theme of scientific development to carry out the project construction plan, and especially focused on some key industrial projects like Hongyuan chemical and Fuji elevator. Hongyuan chemical projects will create construction and investment records. In the first 10 months of 2012, Yizhang County fulfilled general financial revenue with the amount of 1.05 billion yuan, up 22.6%.

“It is extensive and profound for the working report of 18th National Congress of CPC, so all the departments should study, propaganda, implement, and practice its spirit. The practical condition should be combined together to implement the spirit, work out a new- year plan and achieve new development and stride.” Xiang Lili spoke on the symposium in Zixing city and Yizhang County to cadres, mass people and principals of enterprises.

Xiang pointed out that a new scientific development stage should be started with the chance of studying and implementing the spirit of 18th National Congress of CPC. Zixing County is entering a fast and high quality development stage on the basis of sound and fast improvement of 2012. Yizhang County is now specified in promoting the project construction and city upgrading with great development and changes. Both the Zixing city and Yizhang county government should be motivated with the spirit of 18th National Congress of CPC and pay attention to carrying out current work to ensure all the targets set in the beginning of 2012 can be fulfilled, contributing to Chenzhou city’s economical development and tax payment increase.

Xiang also required that a new development measure, idea and method should be planned scientifically with the guide of spirit of 18th National Congress of CPC. In order to forge a most beautiful water city of China, Zixing city should orient on the international tourism city to improve the work of tourism, industrial park, ecology, resource transition, management upgrading, urban & rural overall development, well-being condition, etc.. Yizhang County should be integrated into the town cluster construction, improve the work of industrial transition, industrial transfer, Mangshan mountain construction, ecological construction, urban & rural overall development, support further development with good cadre working style, and make development plan on the basis of practical conditions to reach a breakthrough next year.

Xiang emphasized that the scientific level of party construction should be increased with the spirit of 18th National Congress of CPC while the working style rectification work should be kept further to ensure the development with a sound working condition.
