In the central city, everything is being changed rapidly, for example, dilapidate houses were taken places by tall buildings; dirty alleys were improving to be comfortable pitch roads; barren hills were built to be small parks, etc..

Associated with the renovation and expansion of Chenzhou Avenue, Nanling Avenue, Qingnian Avenue, Minquan Road and other key infrastructure projects have been completed. The urban area has been doubled in these three years.

Transformation leads a more scientific development

It was hard to imagine that the road from Guiyang to Lutang used to be a dusty and broken road two years ago, when the reporters drove on the new smooth and green road on November 22, 2012.

“Besides the good quality of road itself, the strong governance for overloading and the suspend production for the mines in the areas are the important reasons.” said by one local driver.

Under the strong leadership of Chenzhou municipal party committee and Chenzhou government, all the mines of Lutang mining area were shut up in 2010.Meanwhile, the strategic investor- China National Building Material carried out a comprehensive integration of the mining area and one of its holding companies was settled down here.
Lutang was a miniature of Chenzhou mining area. The mining economy once accounted for more than 60% of Chenzhou GDP, 70% of scale industrial added value, and 75% of financial revenue. On the other hand, mining areas were full of safety accidents, environmental pollution, evil forces and corrupt powers.

In order to make Chenzhou city to be more beautiful and people to be better, Chenzhou municipal government and Chenzhou government took great courage to carry out the rectification of mining areas.

With these great efforts and strong measures, the inspection and acceptance group composed of 12 ministries and commission staffs highly affirmed Chenzhou city’s work and recommended that: “Chenzhou is one of the areas in Hunan province with the best mineral resource development order. Chenzhou city is in the period with the best mineral resource development order as well.”

Chenzhou’s transformation was on the basis of opening-up.

Besides the traditional mining economy, Chenzhou followed the new industrial way of forceful undertaking industrial transfer.

Chenzhou was approved to be the national demonstration area of south Hunan undertaking industrial transfer in 2011, which enabled Chenzhou with a further development.

More enterprises on different areas like new energy and electronics were settled down in Chenzhou city for its favorable policies and better investment condition. With the development of these enterprises, Chenzhou city was upgraded accordingly. Now the tax payment contribution done by mining industry just takes the third place in Chenzhou city. Ecology leads a more beautiful Chenzhou

If ecology is a beautiful face of Chenzhou, Dongjian Lake must be the eyes.

“All the departments should protect Dongjiang River like protecting their eyes.” Chenzhou municipal party committee and Chenzhou government took more forceful actions on the protection of Dongjiang Lake.

In recent years, more than 200 projects, with potential risk to damage Dongjiang River ecology were rejected by the government. Some beneficiation enterprises, illegal mining spots and other firms were shut down to protect Dongjiang River ecology. Meanwhile, it was forbidden to use the poison chemical fertilizers along Dongjiang River.

Dongjiang River was listed as the pilot of 2012 national lake ecology environment protection by State Ministry of Finance and State Ministry of Environmental Protection in 2012 and obtained 20 million yuan special funds.

Now the scars caused by earlier disordered mining are being fixed by strong environment protection actions.

One billion yuan was invested by Chenzhou municipal party committee and Chenzhou government on the retreatment of Donghe river and Xihe river, which were the severe heavy pollution areas. Now the areas are accelerating its recovering speed with the retreatment measures like the construction of silt arrester and parks.

“Greening city construction” and “three-year greening project in urban and rural area” were raised by Chenzhou government in 2009 and 2011 respectively, which must be kept in the historical record of Chenzhou city.

Years of excessive deforestation and destruction, and the serious ice disaster in 2008 caused a sharp decrease of the forest coverage rate of Chenzhou city from 64.28% to 52%, especially for the central city and surrounding areas.

Starting from the establishment of a national garden city and a national forest city, Chenzhou municipal party and Chenzhou government fully promoted the greening projects in the whole city. It was planned to fulfill 1.3 million mu forests within 3 years to reach the goal with over 60% forest coverage rate and over 70% greening coverage rate.

At the beginning of 2012, five forbidden issues concerning the forestation were issued in Chenzhou city, which start the 5-year closing off plan to recover and protect the ecology. Meanwhile, the achievements on the greening project and the participation of forestation were listed in the assessment of cadre’s work.

According to statistics, more than 10 billion yuan were invested on the three-year greening project of urban and rural areas. One billion yuan was donated by the enterprises on the central city greening project. Millions of plants and hundreds of parks were established in Chenzhou city, which greatly increased different greening coverage rates and well met the national garden city standard. Now Chenzhou citizen can enjoy a greening life when they step outside.

Just implementing the greening project in less than one year, Chenzhou completed afforestation throughout the city of more than 700,000 acres, which covers 158% task set by Hunan province. Considering such high achievements, inspection team of Hunan Forestry Ministry highly recommended it to be “rare in Hunan province and even China”.

A beautiful ecological picture has been formed in Chenzhou city now. Once arriving in Chenzhou, you may feel “mountain in the city, city in the forest, and people in the green area”.
