Recently, a list of 66 model cases of intangible cultural heritage (ICH) workshops was released, including 4 in Hunan Province. The four ICH workshops are Liuyang oil-paper umbrella, Xiangxi Miao embroidery, Qifengdu fish rice noodles and Meishan palm fiber weaving.
During the 13th Five-year Plan period (2016-2020), the Ministry of Culture and Tourism and the former State Council Leading Group Office of Poverty Alleviation and Development jointly launched targeted poverty alleviation work based on ICH.
They supported regional authorities to construct ICH workshops on the basis of the ICH resources with local characteristics and market prospects, and organize related training sessions, exhibitions, and promotion events. These practices helped the local people to get employed near their homes and increase their incomes.
There are more than 2,500 such workshops nationwide, including 1,400 in the areas which had been lifted out of poverty, including more than 450 counties that emerged from poverty and 85 key counties to receive assistance in pursuing rural revitalization.
The four selected workshops in Hunan this time fully demonstrate the effects of ICH workshops in promoting rural revitalization.
The Liuyang oil-paper umbrella workshop combines traditional oil-paper umbrella making skills, modern freehand sketching creation, and handicraft market demand, to innovate "internet + poverty alleviation" and "village cooperatives + enterprises + poor households" modes.
It has developed 15 categories of innovated oil-paper umbrella products and made an annual turnover of nearly 6 million yuan, which helped more than 50 households shed poverty and get rich.
The Xiangxi Miao embroidery workshop launched a series of supporting programs, such as traditional skills research, Miao embroidery skill training, product design improvement. It has provided direct assistance for 1,272 people of poverty-stricken households, and helped over 3,000 people to get employed.
The Qifengdu fish rice noodles workshop organized free skill training sessions for the local villagers, and innovated traditional techniques and transmission mode. It received more than 200,000 visits annually on average.
By the end of 2021, the output value of related business hit 500 million yuan. More than 1,000 people started up their own businesses after getting trained.
The Meishan palm fiber weaving workshop established an exhibition hall. It integrated traditional handicrafts and modern techniques, and independently developed several technical outcomes such as palm shoe making. It created "intangible cultural heritages + poverty alleviation" and "boosting rural revitalization via intangible cultural heritages" modes.
By the end of 2021, more than 600 people had been employed in related businesses, with an annual average income per capita between 30,000 and 50,000 yuan.
