On supporting Chenzhou to build a cold chain logistics base:
In June 2018, the Ministry of Commerce, together with the Agricultural Development Bank of China, jointly carried out the recommendation of key cooperation projects in the field of circulation in 2018, and arranged 3.16 billion yuan for three projects in the field of Hunan backbone agricultural products wholesale market, agricultural products cold chain circulation standardization pilot and public welfare agricultural products demonstration market. In 2019, the Ministry of Finance, together with the Ministry of Commerce, launched the work of promoting the interconnection of agriculture and commerce to improve the supply chain of agricultural products, focusing on supporting the strengthening of precooling of agricultural products producing areas and the improvement of cold chain logistics system. The construction of supply chain of agricultural products is implemented by provinces, and competitive evaluation can be finally included in the scope of support to use the central financial funds to support the construction of cold chain logistics system of the province as a whole.
About being included in the national "agricultural products cold chain circulation standardization demonstration city":
In 2018, the Ministry of Commerce, together with the National Standards Commission, jointly issued the guidance on further standardizing the circulation of cold chain of agricultural products, defining four key tasks, namely, improving standards and implementation guarantee mechanism, standardizing facilities and equipment support system, improving the informatization level of cold chain logistics and accelerating the innovation of business operation mode. In the same year, the "Notice of the general office of the Ministry of Commerce and the office of the National Standards Commission on the replication and promotion of the typical experience model of cold chain circulation standardization of agricultural products" was issued, and 17 experience models formed in the construction, standardization, informatization and intensification of cold chain circulation infrastructure of agricultural products were publicized and promoted. It was suggested that Chenzhou City, in accordance with the relevant requirements, should learn from the typical experience of various regions and strengthen the standardized construction of cold chain circulation of agricultural products.
On supporting the construction of cold chain logistics base in Chenzhou City in terms of Taxation:
In order to encourage the development of the logistics industry and further reduce the logistics and storage costs of enterprises, the Ministry of Finance, together with the State Administration of Taxation, issued a document stipulating that from May 1, 2018 to December 31, 2019, for the land leased by logistics enterprises for bulk commodity storage facilities, the urban land use tax shall be reduced by 50 percent of the applicable tax amount standard of the land level. In addition, the Ministry of Finance, together with the State Administration of Taxation and the General Administration of customs, has confirmed that since April 1, 2019, it will promote the substantial reduction of value-added tax. The specific policies include: reducing the level of value-added tax rate, reducing the applicable tax rate of transportation industry, construction industry and other industries from 10 percent to 9 percent; adding 10 percent of input tax to production and living service industry, offsetting the tax payable, etc. The suggestion has been reflected in the current tax policy, and the qualified enterprises of cold chain logistics of agricultural products in Chenzhou can enjoy the above preferential policies according to law.
On the support of the land in use applicant for approval to the construction of cold chain logistics base in Chenzhou City:
The Ministry of Natural Resources has attached great importance to the guarantee of land use for public infrastructure construction in Hunan Province. In terms of land use indicators, it takes full account of the actual situation of infrastructure construction in Hunan Province, and reasonably arranges land use planning indicators in Hunan Province. At present, the Ministry of Natural Resources has not yet received the application for approval of the land for projects related to the cold chain logistics base of agricultural products in Hunan Province. If there is any application for approval of project land, the Ministry of Natural Resources will take the initiative to provide services and actively guide the Department of Natural Resources of Hunan Province to do a good job in the work of applying for approval.
