Chenzhou City has deepened cooperation in production, teaching and research, and encouraged universities, enterprises and other key industries such as non-ferrous metals and graphite to build research institutes, key laboratories, technology transfer centers, and technology incubators in Chenzhou; strived to build at least one maker space and technology business incubator in each provincial and above industrial park, more than 15 maker spaces, more than 15 technology business incubators and one R & D center in each industrial chain in the city by 2021.

We will establish and improve the incentive and distribution mechanism for the transformation of scientific and technological achievements, and promote the implementation of more scientific and technological achievements in Chenzhou; protect the legitimate intellectual property rights of enterprises in accordance with the law, and attract more scientific and technological innovation resources such as research and development institutions, research platforms and talent teams to settle in Chenzhou.
