Increase infrastructure connectivity. Chenzhou City will actively integrate into the one hour commuter circle of Guangdong-Hong Kong-Macao Greater Bay Area(GBA), accelerate the planning and construction of external channels of Jiangxi-Yongxing railway, Guangzhou Qingyuan-Yongxing high speed railway, Guilin-Daozhou-Chenzhou-Ganzhou railway, promote the construction of urban rail transit network and important hub passenger transport facilities in Chenziyong line, Chengui line and Chenyi line, promote the construction of Lianyungang-Linyi, Chalin-Anren-Leiyang expressway, and promote the planning and construction of Guidong-Xintian expressway; accelerate the construction of Chenzhou Beihu airport and navigation base; promote the construction of Suxian Feitian Mountain, Guidong Bamianshan, Guiyang Renyi general airport; promote the planning of Zixing Dongjiang, Yizhang Mangshan, Yongxing Bianjiang, Rucheng and other general airports; accelerate the planning and construction of Chongling river channel and Dongjiang river channel, improve the shipping capacity and moderately develop tributary waterway transportation; vigorously promote "Gasification of Chenzhou" and the construction of Xinjiang coal natural gas export pipeline project (Hunan section); speed up the infrastructure construction of informatization, and comprehensively improve the level of informatization application. Chenzhou City will be built into a regional three-dimensional comprehensive transportation hub city.

Speed up port construction. Chenzhou City will popularize and copy the experience of the pilot free trade zone, and fully apply for Chenzhou area of China (Hunan) pilot free trade zone; accelerate the integration and upgrading of existing platforms, such as comprehensive bonded areas, designated inspection sites for imported meat, railway ports and highway ports, and improve quality and efficiency; promote the docking of Hunan with Guangdong, Hong Kong and Macao warehousing and logistics bases and other projects, increase public investment, and build a Chenzhou public inspection platform; build a bonded business service platform for the whole province as soon as possible, and promote the transformation and upgrading of Chenzhou Comprehensive Bonded Zone's business; accelerate the development of cross-border e-commerce business, actively connect with Hong Kong, and develop bonded (transit) logistics and import allocation.
