Speech by member Kuang Zhibin on behalf of the activity group of members of education and social sciences of CPPCC municipal committee and the activity group of members of Rucheng County

The municipal Party committee's Proposal on formulating the "14th Five-Year Plan "for Chenzhou's national economic and social development and the long-term goal of 2035" put forward to make every effort to build "one pole and four districts" and clearly build Chenzhou into a "demonstration area for inheriting red genes and promoting green development". It is a major and urgent task for us to make use of General Secretary Xi Jinping's inspection of the historical opportunity of Shazhou and make Chenzhou's literary and tourism industry bigger and stronger as soon as possible. Their suggestions are: make full use of our city's red resources, strive to make red education bigger and stronger, take red education as the leader, and lead the high-level development of our city's red culture and tourism industry.

The first is to strengthen the cultivation of the main body of the red education market. It was suggested that "Chenzhou Original Intention Education Cadre College" should be set up to carry out red education through standardized, professional and modern cadre college. We should improve the ability of tourism institutions to undertake red education and training, formulate normative documents with guidance and operability as soon as possible, and strive to solve the problems of low access threshold of training institutions and non-compliance of teacher allocation.

The second is to enrich the red education and training courses. We should adhere to the principle of telling red stories well, develop excellent courses of "original intention" education, and transform red resources into "red textbooks"; should develop red songs, red plays, red literature and art programs, compile red culture books, and increase the diversity of red education.

The third is to improve the construction of red education facilities. We should increase the intensive construction of red tourist attractions and strengthen the renovation of revolutionary historical sites; should improve the infrastructure of the scenic spot to ensure that tourists can get in, have a look and stay; make effort to build a team of red education experts and build a library of red education teachers.

The fourth is to optimize the development environment of red education. We should integrate all forces, standardize functions and responsibilities, strengthen resource scheduling, increase hardware investment, and improve the working mechanism; should strengthen cooperation with Jinggangshan Cadre College and other national well-known cadre colleges, and strive to build a national well-known brand of red education and training.

The fifth is to pay attention to the publicity and promotion of red education, and create the brand of initial education. It was suggested that the publicity orientation of "red Chenzhou, original intention to start a prairie fire" should be determined and publicized in the central media. We should plan or undertake the activities of initial education with national influence, so as to improve the appeal of our city's red education with initial education as the theme in the whole country.
