Located in Shatian Town, Guidong County, the "First Military Regulation Plaza" is integrated with the old site of Longevity Palace, stage and "Three Disciplines and Six Notes" promulgation, with the planned land area of 11,000 square meters and the construction area of 7,000 square meters, a total investment of 15 million yuan.
In 1972, it was listed as a provincial cultural relics protection unit. In 2005, it was listed as the third batch of national patriotic education bases, and was rated as "Hundred Sceneries Favored by the People in Hunan Province". In 2011, it was revised by the National Tourism Administration and the National Development and Reform Commission as a national classic scenic spot of red tourism. First Military Regulation Plaza was listed as "Hunan National Defense Education Base" by the provincial government in 2010 and "Hunan Anti-corruption Culture and Education Base" by the Provincial Discipline Commission in 2012.
In April 1928, Comrade Mao Zedong issued the famous First Military Regulation, "Three Disciplines and Six Notes", in Shatian Town, Guidong County. The three major disciplines are: obeying command in all actions; taking nothing from workers and peasants; and returning all seizures to the public. Six points of attention are: putting back the doors and straws; speaking amicably; trading fairly; borrowing things to repay; damage things to compensate.
After the promulgation of the "Three Disciplines and Six Notes", Mao Zedong asked the army to write these Regulations on the walls or on the baggage cloth, wherever they went, to use these disciplines as the criteria for checking the army's operations. Today, "Three Disciplines and Eight Notes" has become the eternal discipline of the People's Army. It is an important part of Mao Zedong's thought of building the people's army, which embodies the purpose of serving the people wholeheartedly.
On the evening of April 2, 1928, Mao Zedong drafted the First Military Regulation in a simple compartment of Longevity Palace in Shatian Town.
In order to inherit and carry forward the revolutionary spirit of "Three Disciplines and Six Notes", Guidong County Party Committee, County Government raised 20 million yuan to build the First Military Regulation Square in Shatian Town in the old site Mao Zedong promulgated "Three Disciplines and Six Notes", and renovate the revolutionary historical sites, cultural relics and scenic spots. The main landscapes of the square are the monument of "Three Disciplines and Six Notes", the large relief sculpture reflecting the background of the promulgation of the First Military Regulation, the Longevity Palace Mao Zedong once lived, and the Shatian stage Mao Zedong often spoke on the stage. Up to now, it has become an important place for carrying out patriotic education, revolutionary traditional education and developing red tourism.
The base is surrounded by a large-scale relief carving which reflects the background of the promulgation of the First Military Regulation.
