On the morning of February 25, Liu Zhiren, Deputy Party Secretary and Mayor, held the 2nd director's meeting of Municipal Land and Space Planning Committee in 2020. He stressed the need to implement the spirit of Xi Jinping's ecological civilization and the important exposition spirit of General Secretary Xi Jinping on city work. He insisted on giving priority to ecological practice, practicing green development, elaborately planning and designing, running the city wisely, and constantly improving the level of urban development.

At the meeting, the participants listened to the report on the issues related to the commercial adjustment of the sold land to the residence. According to the requirements of the meeting, we should properly deal with the problem of idle land in accordance with the laws and regulations, in strict accordance with the relevant procedures; should comprehensively consider the factors such as the land bearing rate, the land full utilization rate, the market demand for change, and adjust the relevant planning in a reasonable way; should strictly follow the planned commencement and completion time, scientifically organize the project construction, and ensure that the project is completed in accordance with the requirements and quality.

At the meeting, the design scheme of Chenzhou railway station housing reconstruction and expansion project was reviewed. The meeting pointed out that the reconstruction and expansion of Chenzhou railway station house is related to Chenzhou's image. The planning and design style should take into account the surrounding environment to ensure the coordination with surrounding buildings; improve the function, reasonable layout, pay attention to the smooth internal traffic and facilitate the access of the people; design carefully to realize the effective connection between internal traffic and external traffic, and consider the safety as a whole; improve the supporting facilities and equipment such as up and down stairs and barrier free passage, and provide humanized services.

At the meeting, the detailed constructive planning and architectural design scheme of Hunan section monitoring and command center, Ruchen section monitoring and communication center and Chenzhou maintenance work area of Xiamen Chengdu expressway were reviewed. The meeting pointed out that the construction of the project will be conducive to improving the safety, smoothness and modern management level of Chenzhou expressway. We must pay attention to the traffic organization, the coordination with the surrounding environment, and strive to create a landmark project; must vigorously support the project construction, speed up the process of relevant formalities, and strive to start and complete as early as possible.

At the meeting, the report on the transformation project of shantytown in Yangjiaxiang and Dongmenkou district was reported. The meeting requested that we should take responsibility, make every effort to promote the shantytown reconstruction project; should make every effort to provide relevant policy support and fully support and serve the shantytown reconstruction project.The meeting deliberated and approved the "Chenyang Road (Chenzhou Avenue Beihu Airport Avenue) road engineering planning plan" in principle; and deliberated the commercial and residential adjustment issues such as the original Shiliu Bay Complex, and the third phase of Qiantong Times Square of Wuhan Guangzhou high speed railway.

At the meeting, Liu Zhiren stressed that we should implement Xi Jinping's ecological civilization thought and important exposition on city work, adhere to the concept of "ecological priority, green development", careful planning and design, and smart city management; and implement the idea of "seeing the mountains, seeing the water and remembering the nostalgia", focusing on the "livable industry", "new formats" and "new elements". We should carry out planning and design, focusing on the quality of Chenzhou City and humanized design; on the premise of epidemic prevention and control, we should adhere to the principle of "planning first" and contribute to the project construction; should keep the bottom line, not touch the red line, and strengthen the construction of Party conduct and clean government in the planning system.
