In order to well implement the significant instruction placed by the leaders of central government and carry out the thrift action, please follow the concrete arrangement of some work as below:

“Exposure of swill vat”: all the radios and TVs should open special column of “exposure of swill vat” and organize some journalists to investigate some units, schools and restaurants secretly and expose the severe waste behaviors; special report of “exposure of swill vat” should be set on central and regional main news webs and commercial webs to advocate people to record the waste behaviors of the canteens and restaurants and expose online. It is purposely to advocate people to be thrift on daily life and establish new thrifty style in the society. The Propaganda Department of the Central Committee of the CPC, the State Development and Reform Committee and the Ministry of Education take charge of this work.

“Green lighting action”: supporting the promotion of LED lighting products, and encouraging people to use the high efficient products to save power and reduce emission; promoting the mechanism innovation to popularize the high efficient lighting products via new technologies and methods as e-commerce platform; introducing marketing mechanism, implementing the favorable policies issued to energy saving enterprise, promoting the mode of contract energy management, and improving the reconstruction of public lighting of roads and buildings; retreating and reconstructing the landscape lighting of the city by exposing the excessive lighting of landscapes, and using LED lighting products, shortening the scale and time of lighting up to energy and decrease light pollution; propagandizing the elimination of incandescent light bulb and setting recycling binds of fluorescent lamps on central departments; and donating energy saving lamps to former revolutionary base areas and remote areas to benefit the poverty-stricken people with the profits of green lighting. The Propaganda Department of the Central Committee of the CPC, the State Development and Reform Committee, the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Housing Construction and the State Administration of Taxation and administration departments take charge of this work.

“Circular using of resource action”: establishing the recovering processing system of kitchen wastes to promote the resource utilization and bio-safety disposal of kitchen wastes with the guidance of principals of sorted collection, standardization treatment, safety and environmental protection and no future trouble; promoting the circulation reconstruction of industrial parks to realize intensive land-use, waste exchange, gradient utilization of energies and share of infrastructures; improving the establishment of national education demonstration base of circular economy to popularize the circular economy concept and mode to the public; promoting the comprehensive utilization of waste textiles by playing the best advantages of public donation stations, charity supermarket, and other institutions; Promoting the research of reprocessing technology of waste textiles and innovating more recycling modes to produce chemical fiber and natural fiber by using waste textiles; propagandizing the experience on “plastic limit order” and disclosing the illegal behaviors of the production, marketing and utilization of plastic bags; promoting the establishment of demonstration community of waste sorting to mobilize the positivity of property management company and guide people’s behaviors on sorting of garbage; and promoting the transformation of production and living style by advocating the concepts of energy-saving and green circulation and low-carbon development. The Propaganda Department of the Central Committee of the CPC, the State Development and Reform Committee, the Ministry of Housing Construction, the Ministry of Civil Affairs, National Federation of Trade Unions, the Central Committee of the Communist Yong League, and China Women’s Federation take charge of this work.
