According to Chenzhou's planning scheme on construction of the most open city in Hunan Province and the central city in the border area of Hunan, Guangxi and Guangdong, the rural environment along major traffic arteries will be treated by 2019. At the same time, the 3-year program of urban-rural afforestation will be vigorously promoted from 2012 to 2014, to lay down a solid foundation for building Chenzhou as a state-level civilized city, sanitary city and garden city.
