Chenzhou devoted 9.21 billion yuan on improvement of people's livelihood during January –October this year, accounting for 69% of the municipal expenditure.  28.018 billion yuan was dedicated to this sector between 2008 and 2010, 72% of the municipal spending, according to the Statistics provided by the Chenzhou Municipal Department of Finance.
   

Finance departments at all levels throughout the city conscientiously abide by the principle of rewarding people on behalf of the  taxes paid and prioritizing finances extended towards rural areas, grassroots, groups in straitened circumstances and social undertakings.
   

In order to ensure smooth implementation of projects and sectors affecting people's interests, the municipal fiscal expenditure structure has been adjusted and optimized. All endeavors are being made to increase funds for coordinated development of urban and rural areas, agriculture, farmers and education expansion.
   

Investment in public products and services has increased year by year. These funds are primarily used to provide housing for people in need, install the urban electronic surveillance systems and improve infrastructure facilities.
