Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City- Qu Hai stated during his investigation of Chenzhou small town construction that it is important for the small towns construction to be highlighted with unique characteristics and advantages on industry, agriculture or commerce. Chenzigui-Chenyonyi town cluster construction should be improved to be the distinguished one in Hunan province and even China.

In the afternoon, Qu Hai and the investigation team came to Shigaitang town in Beihu district to visit the commercial road, Xiangyu east road, Tangrenshen, Dijing paint, Sanxian bacteria industry and other projects and enterprises. Shi Gaitang carried the management model that both the town and Shigaitang provincial industrial zone are with the same leadership. It was with 30000 square kms area and 20000 permanent population. It hit 6.92 billion yuan gross value of output and 310 million dollars exporting and importing gross value in 2011. “It should be forged to be new style industry with perfect downtown planning and ecological construction.” said by Qu Hai.

In Liangtian town, Qu Hai visited the selected site of Bada glass factory, Binhe social community square , Tai’an intelligent solid garage, Liangtian concrete factory and other projects. As a small town, Litian has the convenient traffic and energetic people, which is honored as the demonstration town of integration transformation and key towns among national small town construction.

Qu Hai pointed that it was a great development chance for accelerating the small town construction. Chenzhou government should tightly grab the policy advantage of expanding domestic demand to make the scientific plan ; it was also a great potential for Chenzhou city’s next step improvement so that the government should pay highly attention to fully propelling Chenzigui-Chenyongyi town cluster construction. Related departments under direct jurisdiction of Chenzhou City should focus on communication and coordination, make an overall plan over the town cluster and make all possible efforts to star the construction.

Qu Hai remarked that it was the key point to highlight the small town’s characteristics. There were six key working points for this task: 1. Plans should be figured out first to make the correct identification and scientific plan with unique characteristics; 2. The infrastructures should be improved to increase its integrated undertaking capacity; 3. Local industrial system should be forged, which is the foundation of the continuous development of small town; 4.High attention should be paid to ecological construction to establish the greening city; 5. The management, especially the town management level should be intensified; 6. Various ways should be invested to attract more investment and capital, acheiving the goals of new rural coordinate development.
