Chenzhou non-ferrous industrial park (Chenzhou export processing zone and Chenzhou high technology industrial park) and Chenzhou economy development zone are the two key points for Chenzhou economy development. On the investigation trip to the two parks, Xiang Lili- Secretary of Chenzhou Municipal Party Committee and Quhai – Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou indicated that Chenzhou should bravely try new methods to accelerate the improvement by establishing the national top level zones.

Chenzou non-ferrous industrial park kept the strong increase from this January to May with the fiscal revenue amounting to 207 million yuan, fixed capital investment hiting 2.55 billion yuan and industrial total output reaching 8.14 billion yuan. Furthermore, its import and export processing trade doubled compared with last year, among which the import and export volume were 300 million dollars and processing trade volume were 210 million dollars. Besides, 13 projects were introduced into the park, 8 projects of which like Shanghai Zhongkun headquarter base, agricultural equipment etc. had 100million yuan investment.

10 provincial enterprises in Chenzhou economy development zone hit the high technology production volume with the high-tech production value of 325 million yuan and added value of 100 million yuan. 4.53 billion yuan were accomplished for technology trade, 2.03 billion yuan for industrial gross output, and 500 million for fixed capital investment. Meanwhile, 870 million yuan of actual placed domestic capital and 44 million dollars foreign capitals were achieved in introducing Taiwan commerce and trade city, Yiwu small commodity city, High-speed railway station integrated commercial center and other strategic projects.

Xiang Lili fully affirmed achievements of the two parks during the investigation and pointed out that great improvement on Chenzhou non-ferrous industrial park in recent years well encouraged Chenzhou city and people, and it is the core engine of Chenzhou’s development on city extended space, industrial transfer, and two-oriented city construction. In the following three years, Chenzhou should keep the goal of establishing the park of 100 billion value, attract more investment, undertake the industrial transfer, cultivate a new style industry with the highlight of circulation development to upgrade the undertaking capacity and increase the administrative efficiency by forging a new Chenzhou image.

Regarding the current situation that the economy development zone of Chenzhou suffered from the lack of land space and new mechanism, Xiang Lili required that the zone should keep adjusting the mechanism system to guarantee the characteristic of the zone, the favorable policy to the zone and enclosed management type of the zone. It also should keep improving to be ranked in the top list of provincial parks and national economy development zone. Meanwhile, enhanced leadership should be covered to the zone’s management mechanism which will be issued on July 1, 2012.

Qu Hai highly appraised the contributions of the two parks on Chenzhou revolution development. Qu said, more efforts should be applied for the attraction of investment and undertaking industrial transfer of Chenzhou export processing zone to improve the industry. Service industry and social undertakings should be improved to increase the comprehensive undertaking capacity of the zone. Human resources construction should be highly emphasized to grant the undertaking industrial transfer with strong human resources foundation. Economy development environment should be optimized and working style of cadres should be changed to upgrade the administrative efficiency. Further step should be intensified to create the national economy park and strong park.
 

Qu stated that though the economy development zone was restricted by the land space, it still had great effect on Chenzhou reform and opening-up and attraction of investment. Chenzhou government should well use the economy development zone to accelerate Changchong and Shigaitang industrial parks construction, to make the good planning of its development, to exaggerate investment, to establish strong industrial park and to create national level park.
