Highway law of the People's Republic of China was issued on July 3, 1997 and by President's decree of PRC (No. 86). It was adopted at the 26th Meeting of the Standing Committee of the Eighth National People's Congress and implementation as of January 1, 1998; it was revised at the 11th session of the Standing Committee of the 10th National People's Congress of the People's Republic of China on August 28, 2004.)

A special conference of subordinate departments report on “Highway law of the People's Republic of China” (“highway law” for short) implementation was held by Chenzhou Municipal People’s Congress Standing Committee. After launching the inspection activity of “highway law” on March 14, Chenzhou Municipal People’s Congress took the inspection on Beihu district, Zixing, Guiyang County, Yongxing etc.. This term of conference was for listening to the reports delivered by Chenzhou Development and Revolution Committee, Chenzhou Highway Bureau, Chenzhou Finance Bureau, etc..

Guided by the scientific development and behaved by the laws and regulations as “highway law”, departments of Chenzhou government consolidate the construction, protection, and management of the highways. Now, the total mileage of 16695.2kms highways were ended with an increase rate of 42.4% compared with 2009’s 11720.549kms, among which, there were 274.501kms of national highway level, 3017.889kms of provincial level, 2740.397kms of county level, 4307.107kms of village level, and 65.634kms, 919.318kms, 520.064kms, and 13836.942kms of the first, second, third and forth grade highways separately.

“Highway law” adjusting range is the highway program that concerns with highway itself, financing raises, all sorts of human relations in society of construction, conserve, management. The Director of Chenzhou Municipal People’s Congress- Zhong Benqiang stated that it was a great concern for people’s daily life to make a better construction of highways. Departments at all levels should keep carrying out the “highway law” to upgrade highways construction and protection, and meet the demands of Chenzhou economy and society improvement and people’s well-being. Though the government had achieved some good effects on implementing “highway law”, yet its work to increase the highway construction and Chenzhou transportation should be further enforced.
