A survey team led by Li Jieyun, the Deputy Director and General of Tax Policy Department of Finance Ministry and Wang Xubin, the Deputy Director and General of Distribution Industry Development Department of Commerce Ministry came to Chenzhou to take the inspection on the city’s implementation on comprehensive utilization of resources value added tax policy. The Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou city- Qu Hai accompanied the team to Guiyang County, Jiahe County, and some enterprises of Suxian district during the two days' investigation from June 2 to June 3.

There are 725 enterprises of resource integrated utilization in Chenzhou city with 100,000 workers. Their total gross output and windfall profit tax hit 83.9 billion and 1.35 billion yuan separately. Chenhou non-ferrous metal industrial park, Yongxing national level circular economy demonstration park, and Jiahe casting park are three typical resources integrated utilization parks in Chenzhou.

Among the preferential policies listed by finance ministry and national tax bureau, the one that greatly concerned with Chenzhou’s economy was renewable resources industry. 135 casting enterprises which met the standards of the policies should pay 221 billion yuan from August 2011 to April 2012, while 87.75 billion yuan value-added tax should be reversed to the enterprises.

The investigation team affirmed Chenzhou’s work on the resources integrated utilization and appreciated Chenzhou Municipal Party Committee and Chenzhou government’s efforts in doing the efficient and creative work.

The team pointed that it was an important development strategy to propel resources integrated utilization, and policies and measures would be further issued for work improvement. Chenzhou should summarize its work experience on it and report to the tax department of finance ministry for proofing and absorbing.

Qu Hai remarked that the resources integrated utilization of Chenzhou was significantly supported by the relative ministries and hoped they could keep doing so. Chenzhou government will further carry out the policies and assist the industry in improving and creating a new stage of energy saving, emission reduction and environment protection. Chenzhou government will submit the report at the soonest time.
