On May 25, a press conference of “resolution on the construction of ruling by law in Chenzhou” (short for “the resolution”) was held by Chenzhou Municipal People’s Congress Standing Committee. Xu Benhua- Secretary and Office Director of Chenzhou Municipal People’s Congress Standing Committee released “the resolution”. Chen Zhonghua- Member of Chenzhou Municipal People’s Congress Standing Committee and Director of Committee for Internal and Judicial Affairs answered questions from reporters in the conference.

Hunan Provincial Party Committee, Hunan Provincial People’s Congress and Chenzhou Municial Party Committee issued documents concerned with ruling by law in Hunan from December, 2009 to 2011. The drafting survey team of resolution on the construction of ruling by law in Chenzhou was established in the fourth Chenzhou Municipal People’s Congress Standing Committee in this January. After revising it ten times, “the resolution” was passed in the second session of the fourth Chenzhou Municipal People’s Congress Standing Committee on April 27, 2012.

It was learned that “being in power by law, being administrated by law, being judicial of justice, being law-abiding” is the basic content of “the resolution”. There are nine parts of it as to deepen the understanding of ruling by law: to develop socialism democratic politics by keeping the leadership of the Party; to play the function role of People’s Congress Standing Committee; to construct the government by law; to preserve social equity with judicial justice; to enhance social management and solid social foundation; to propel the construction of economy ruling by law; to specify the performance of power by intensifying regulation and supervision; to increase social awareness of law by promoting the propaganda and education; to accomplish the guarantee mechanism of construction of ruling by law.

In the press conference, journalist of Chenzhou Daily asked the significance for issuing “the resolution” during the period of “hardworking for new three years, innovating new refulgence”. Chen Zhonghua remarked: “it is significant not only for converting the Municipal Party Committee’s arrangement to people’s common will by legal procedures, but also for fully placing the fundamental strategy of law, regulating the performance of public right, ensuring citizenship, upgrading social awareness of law, promoting Chenzhou social and economic development, and realizing social stability and people’s content. Besides, it is of great value to mobilize the citizens to take part in the construction of ruling by law to reach its general requirement and target and to create a good regulatory environment for 'hardworking for new three years, innovating new refulgence’”.
