On May 2, 2012, it was learned from the non-public economy work leading team conference that Chenzhou government is planning to issue new policies to improve the development of small and micro businesses.

In this April, the State Council unveiled "suggestions to further supporting the healthy development of small and micro businesses". Hunan Provincial Party Committee and Government will issue related policies and ask various cities to do so according to local conditions. Chenzhou Municipal Party Committee and Government paid great attention to the improvement of small and micro businesses. Xiang Lili- General Secretary of Chenzhou Municipal Party Committee and Quhai- Deputy Secretary of Chenzhou Municipal Party Committee and Chenzhou Mayor commented on the draft proposals and stated that it was necessary to put the new policies into practice as early as possible.

On the leading group conference, the principals from the municipal subordinate departments carefully discussed about "policies on accelerating the development of small and micro businesses". All participants considered that the newly issued policies should be guided with superior spirits clearly and concisely and be following Chenzhou's reality in order to guarantee its pertinence, effectiveness and operability.

Deputy Secretary of Chenzhou Municipal Party Committee- Mao Tengfei affirmed the earlier work carried out by Chenzhou Municipal Economic and informatization Commission. He stated that small and micro businesses was the important power for economy and social development, one of the most energetic and growing parts for development, the key support for propelling economy development, boosting employment, improving people's living standards and maintaining social stability. Under current situation, there are many problems hindering the improvement of small and micro businesses, so that the team should enhance the understanding and help to solve them actively to promote its progress; the team should investigate more details to make sure all the policies pertinent and practical; and the team should focus on solving key problems to issue more practical policies on expanding financing channels, relieving the enterprises burden, practicing the tax policy, promoting transformation upgrading, extending products market and providing more public services.

Chenzhou municipal leaders, Fan Zhongda, Shou Jianzhong and Wang Cunxiang attended the conference and raised some important revision suggestions.
