In order to speed up the propulsion of projects' construction, Chenzhou government enhanced the power of accelerating the efficiency of administrative examination and approval. On May 2, 2012, a new record of the concentrated approval conference & infrastructure construction scheduling of central districts was made, in which 24 projects were approved and 29 projects were settled within 27 minutes. General Secretary of Chenzhou Municipal Party Committee- Xiang Lili and Deputy Secretary of Chenzhou Municipal Party Committee and Chenzhou Mayor- Quhai were presented at the conference.

Problems: 70 Projects not Started

The key point for the three-year new working plan is the first year. In the following three years, planned investment on urban districts will be amounted to 50 billion yuan. In 2012, there are 151 urban district infrastructure projects, among which 90 are new projects and 61 continuing projects with 10.67 billion investments. Till now, there are just 81 projects starting to work while 70 projects haven't started yet. Those projects under construction have just finished 14.6% planned investment amounting to 1.56 billion yuan.

On the conference, participants analyzed the causes of hindering the speed of projects' construction as follows: owners and municipal leaders paid less attention on it and not well prepared for the preliminary work; the problems on land acquisition removal and pole relocation stopped the cadres from solving it creatively. Till now, transformation for"urban villages" like Sanlitian in Beihu district boosts slowly.

Settlement: Handle Special and Urgent Cases with Special and Urgent Methods

From 2009, Chenzhou formed the common mechanism to examine and approve the projects together and to solve the long-standing problems in the projects' construction.

In 2009, the record for this mechanism was to finish 36 projects permission within one hour; in 2010, 32 real estate projects were approved within 45 minutes; in 2011, 24 projects with 31 approval processes were done within 30 minutes.
 

It was learned from the approval site, departments like Chenzhou Development and Reform Commission, Chenzhou National Land and Resources Bureau, Planning Bureau, Construction Bureau and etc. place their offices on the site to settle issues with "one-stop services"."The approval process which costs about 15 days in the earlier days now can be finished within 3 minutes", some owners appraised.
 

Speed-up: More Pressure is Placed to Conquer Difficulties

Xiang Lili said: "accelerating the efficiency of projects' approval is one of the key problems solved in the rectification of work style. All departments should be aware of serving for the project and expediting development. All departments should handle special and urgent cases with special and urgent methods as long as they are good for the city construction and development, and good for the propellant of projects."

Xiang also pointed out aspects like projects approval, land acquisition, projects finance, pole relocation, construction environment, project, and municipal leaders should be connected together. The government should place more pressure on the work to conquer difficulties and ensure projects' rapid advance.

Qu Hai said: "The government should speed up the settlement of approval processes and make projects start earlier; should find new methods to break the constraint of bottleneck; should gather highly- trained and experienced workforce to construct scientifically. Besides, the government should bear in mind that 24 hours are equal to 3 working days to increase the working efficiency and establish Chenzhou's high efficiency working brand."
