On April 5, 2012, for the purpose of making a better understanding of improving new industrialization, Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou-Qu Hai investigated the key enterprises and projects construction in Yizhang County.

Yizhang has gained great achievements in butt joint with state-owned enterprises in recent years. This March, Chenzhou government and Yizhang County signed the "5080" agreement of strategic collaboration framework in coal and chemical industry projects with Sinochem Group, Xiangmei Group, Tianyuan Chemical Group respectively. Five billion yuan was invested to build the production projects of 0.5 million tons/year synthesis ammonia and 0.8 million tons/year carbamide which needed 1 million tons of coal every year. It would be helpful to realize the integration for coal and chemical industry. Last January, Yizhang County reached the cooperation between SinochemLantian and Hongyuan Chemical with total investment of 1.65 billion. Once the project was finished, it would become the biggest fluorine chemical industry base in China and top fluorine industry in the world. The first session of aluminum fluoride project will be placed to the trial production at the end of 2012. Once fully completed, it can reach the sales amount of 2 billion yuan. QuHai stated that we should enhance the result of butt joint with the state-owned enterprises to configure advanced resources and propel Chenzhou coal and fluorine chemical industry to a higher level and accelerate Chenzhou industrial transformation and upgrade.

The investigate team led by Qu Hai got out of their way to Jigang concrete project which was named "Kangda Concrete" without any progress for the last 10 years. In 2011, Yizhang County introduced Fujian Jigang Development Co., Ltd. to buy three projects from Kangda Concrete Company with 160 milion yuan. Now Jigang concrete is under good construction, which is expected to achieve investment of 360 million yuan at the end of this year, and will start the trial production in September. Learning about progress details for this project, Qu Hai required that all departments should support the development of enterprises projects construction and help to move away the obstacles on its way to make a good construction atmosphere for the enterprises.

After listening to reports from Yizhang government, municipal subordinate departments and enterprises principals in the symposium that afternoon, Qu Hai stated that all the party committees and governments should unify the idea that industry is the main part of Chenzhou economy development and new industrialization is the key point of the industrial transformation. More attention should be given to main projects, great industries and big enterprises to provide good conditions for the development of key enterprises and important projects. Qu also emphasized that leadership for the main projects, coordination strength should be enhanced and improvement of every project should be actively propelled.
