To improve Chenzhou's development, industry's development should be considered first because it's the main body of Chenzhou economy; to achieve the industrial transformation, new style industrialization level should be greatly improved because it's the main battlefield of the transformation. On April 9, 2012, Qu Hai–Chenzhou Municipal Party Committee Deputy Secretary and Chenzhou Mayor investigated some of the main industry projects and solve some practical obstacles for the enterprises on the spot.

Chenzhou Cigarette Factory was the first stop of Qu Hai's investigation trip. It became one of the six production centers of China Tobacco Hunan Industrial Co., Ltd. with the annual capacity of 0.5 million cartons. In 2011, the factory achieved output value of 2.75 billion yuan and profit tax of 1.65 billion yuan and and tax of 0.23 billion yuan. To meet the requirements of industry development and quality improving of central city, the factory launched the project of technical upgrading offsite which is still on the process of preliminary work preparation.

After inspecting the site of first scheme of the technical upgrading offsite and listening to the enterprises working report, Qu pointed that this project was one of the main construction projects for "the Twelfth Five-year Plan" of Chenzhou and the symbolic project of new style industrialization acceleration, which has great significance and is concerned for Chenzhou industrial transformation and long term development, so that the municipal subordinate departments should pay more attentionby practicing the preferential policies and help the promotion of Chenzhou tobacco industry upgrading. Qu also emphasized that the factory should balance the technical and production improvement, speed up the project preliminary working, keep daily production at the same time, and make sure the yearly production task and technical upgrading offsite project fulfilled.

Hualei Photoelectricity Group, which is mainly in the production of LED relative materials, chips, LED packing, marketing of relative cargos and other private brand items, and is undertaking LED lighting project, is one of Chenzhou strategic new industry landmark enterprises. It is expected to complete total output value of 160 million yuan with the profit of 40 million yuan this year. QuHai fully affirmed the achievements of this group and stated that it should clarify further development target to make LED industry with larger scale, extend the industry chain, and strengthen itself gradually through capital operation and technical creation. Qu also said that the municipal subordinate departments should firmly acknowledge the idea of giving priority to industry improvement and helping industry enterprises solve all the problems at their soonest time.

Chenzhou Flue-cured Tobacco Factory will invest 857 million yuan in removing places renovation project which is expected to reach production capacity of 1.50 million loads with 1600 vacancies and handed-in tax of 50 million yuan. Qu Hai carefully asked about the project progress during the investigation. Learning that it faced the problems of water supply, road, and construction environment, Qu handled it on the spot by requiring relevant units tosettle it within specified periods. Qu stated that all of our work is for development, once there is any obstacles standing on the way, the government should settle it on the basis of law regulations and avoid the situation that has promise but without action.

On the investigation trip, Qu Hai emphasized that the government should keep carrying out the strategy of industry preferential development and implement the cultivation project for "huge industry, big enterprise, main project" to offer better resources, policies and service to the key project, enterprise and industry. Qu also said departments at all levels should establish the sense of service in order to support key enterprises project construction and key industrial transformation upgrading.
