South Hunan Area Becomes the National Demonstration Undertaking Industrial Transfer 

On October 6th, 2011, the South Hunan's Demonstration Area for Undertaking Industrial Transfer was approved by the National Development and Reform Committee (NDRC). It is not only the fourth National Demonstration Area for Undertaking Industrial Transfer after the Wanjiang city agglomeration of Anhui Province, Guidong of Guangxi Province and Chongqing river-alone Demonstration Area for Undertaking Industrial Transfer, but also the second area which was listed into the national development planning after the ChangZhuTan Two-oriented society with synthesis and whole set.

A series of new advantages will appear for wider opening and speeding up the development of open economy in our whole province.

First, it can be a new platform in undertaking industrial transfer for the central China. This year is a platform construction year, so our province will try to take measures to accelerate the demonstration construction. The transport, logistics and the supply of the water, power and liquid gas are the key points of the infrastructure. The non-access road can be solved under those measures. The practical measures of productivity development, infrastructure, finance and human resources are the focus points of “speeding up the South Hunan demonstration area for undertaking industrial transfer construction certain opinions” and the 34 pilot policies from province to Southern Hunan Areas.

Second, it can be a pioneer area in the cross-regional cooperation for central China, which means we have more developing opportunities for cooperating.The homogenization developing, redundant construction and resources waste can be solved after the establishment of South Hunan Demonstration area for undertaking industrial transfer. In order to achieve the direct link in the infrastructure and the sharing in the resources, the cooperation mechanism was built in the three South Hunan cities. Overviewing the whole province of Hunan, a triangle area was established in three plates which included ChangZhuTan city agglomeration, South Hunan Demonstration area of Undertaking Industrial Transfer and West Hunan Poverty alleviation cooperation region. Based on this new pattern, our province can first rise in the central China.
 

Third, it can be an Industry Cluster Area in processing trade carnet for central China, which means we have got more importunities to strengthen ourselves. Because of the superior location advantage, abundant human resources and lower costs, it creates opportunities for the processing trade enterprises, for the agriculture products and for the facility manufacture, new material and auto parts etc..

Forth, it means we will have better working and life environment by building the demonstration area for undertaking industrial transfer in the central China. It should meet the construction requirements of Four Modernization and Two-oriented Society to set up demonstration area in south Hunan. However, the premise is high standard admittance, strictly prohibiting the admittance of energy-guzzling, high-emission, resources-consuming projects, strictly executing the standards of energy consumption, materials consumption, water consumption, environment protection, land, etc.. The key point is the determined measures and focus on environment protection. Hunan has got picturesque scenery and is rich in resources, so the old developing road of resource-guzzling, environment-destroying should be avoided, whereas industry inheritance and independent innovation should be promoted. The direction is toward a new type, which explores new type of the whole urban-rural, promote city & countryside integration, the combination between inheritance of the industry transformation and sustainable development.

For civilians, they can receive much more visible and touchable benefits from the construction of South Hunan Demonstration area. The larger projects and enterprises, the more employment opportunities and income. Only if better ecological environment, greener park, richer culture come, can the working life will be more comfortable.
