On March 28, 2012, in Chenzhou City Management and Administrative Enforcement Bureau, Secretary of Chenzhou Municipal Party Committee-Xiang Lili announced that Digital city management system of Chenzhou was launched，which symbolized that digital management for the city totally took the place of personal management. Qu Hai-Deputy Secretary of Chenzhou Municipal Party Committee and Chenzhou Major-delivered his speech.

What is Digital City Management?

Digital city management system is not only an innovation for the style of city management, but also an issue concerning the well-being project. It was learned from the principal of Chenzhou Management Bureau, digital city management system is a new working style formed by applying digital technologies as computer, wireless net and information to establish city management information system and create new city management mechanism. New methods like ten thousand meters cell grid management, city components management, and city matters management etc. were used to run a new framework for urban management.

New Technology Revolution of the City

Chenzhou digital city management integrated all kinds of city resources of "Safe Chenzhou" video supervision, base data of city geology and e-government information covering Beihu district, Suxian district, Chenzhou economic development zone, and Chenzhou non-ferrous industrial park with 60km², and establish 9 basic sub-system and 13 extended sub-system to connect more than 40 departments and units.

Chenzhou digital city management system took the lead to adopt new technologies in the whole country and province. For the first time of the country, intelligent image identification technology was applied for 24 hours' monitoring of the city environment; non-public areas were first brought into the general survey of the system. Meanwhile, for the first time of the province, digital gardens and outdoor advertisements were under the general survey range, and fine management of dregs transportation was in operations.

Manhole Covers Were Identified

With the geocoding technology, lights, bridges, outdoor advertisements, rubbish stations, garbage bins, manhole covers, trees and other city parts were coded, which seems to attach an ID number to them.

Qu Hai stated that, the digital city management concerned about city, district, street and community, and 47 municipal subordinate departments. All the related units should present the execute solutions and establish the team to handle issues and have everything settled on time. The digital city management evaluation results will be taken as the key judge points for comprehensive performance assessment, administrative efficiency monitor and "three innovations". If there was any situation as delay to handle issues or refuse to do it, the government would strictly carry out the accountability system.
