On March 2, 2012, the summary forum of Chenzhou Party and Government Administration Delegation was held. The topic“ Working Energetically for further three years to create new glory to Chenzhou ” was under discussion, and all the people present shared their brilliant ideas in the forum. The General Secretary of Chenzhou government Xiang Lili pointed out that Chenzhou will be constructed to be an opening city through this energetic work.

City construction should be paid more attention

To establish an international and modern Chenzhou, city construction and management were the two key points. The delegation members of this visit were deeply impressed by the wise concepts of Wuhan, Zhuzhou, Qingyuan cities. They learned that high speed railway magnifies the neighbourhood city effect, so if Chenzhou wants to attract more attention of investors, the key point is to improve city construction.

Strong industrial system should be built

In the era of high speed railway, the industrial transfer is not just the step improvement but the jump transfer. Cities around the high speed railway grasped this good opportunity and took different steps to improve their industries. As the bridgehead of Hunan undertaking industrial transfer, Chenzhou should learn how to build strong industrial system to realize the goal of its leapfrog development.
 

The status of regional central cities should be established

After listening carefully to 37 delegation members' reports, Chenzhou Municipal Party Committee Secretary-- Xiang Lili addressed the speech. He said, the point of this visit was to make better preparation for the target “Working Energetically for further three years to create new glory to Chenzhou”. He mentioned that we should learn more from the chance and challenge brought by high speed railway economy, and should grasp its characteristics comprehensively to improve the development of Chenzhou.
Xiang Lili also pointed out Chenzhou city should seize every chance to improve itself, especially in the following seven aspects: opening-up, city, industry, ecology, cooperation, arranger and internationalization.

Xiang Lili emphasized that by this working, Chenzhou should finish the “the twelfth five- year” target earlier in 2014. Chenzhou should make the total output valued doubled, establish the status of regional central cities, take advanced step in constructing among cities of Hunan province, get the first ranking place of opening-up and undertaking transfer, and make the human settlements, the forest coverage rate and the built-up urban afforestation, coverage to be the best in Hunan province.
 

Lightspots and brands should be forged

Qu Hai—Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou city—also gave a speech in the forum. He said, we should summarize the experience of this visit, and should forge lightspots and brands of Chenzhou on the basis of Chenzhou’s special characteristics.

Qu Hai pointed out that Chenzhou should construct the center city with high standard, emphasize the transformation of well-being projects, make better industrial transformation upgrading, and should improve service industry. He said, the government would reach a high level of development by freeing our mind, opening-up, and cooperating wider.

City leaders, such as Zhong Benqiang, Chen Shezhao, Liu Guangyue, He Wenjun, Liao Yuegui, Zhang Aiguo, Zhou Yingchun, and Zhang Yangping attended the forum and delivered their speeches as well.
